The Department of Economic Security Child and Community Services Division (CCSD) is seeking an experienced and highly motivated professional to join our team as a Senior Financial Analyst. This position will serve as a Fiscal Supervisor.
The Financial Analyst Senior (Fiscal Supervisor) is responsible for all strategic fiscal decisions within the Division related to sub-recipient activities and federal reporting data related to numerous fund sources. This position supervises and provides leadership technical assistance and training to staff and sub-recipients when needed.
This position may offer the ability to work remotely within Arizona based upon the departments needs and continual meetings of expected performance measures.

| Job Duties: |
Essential Duties and Responsibilities include but are not limited to:
Providing leadership mentoring coaching guidance on AMS principles and direct supervision of staff and team members.
Delivering technical assistance reviewing work and ensuring accuracy of work products produced by a team of professional level staff.
Reviewing and approving approximately 400 sub-recipient invoices per week ensuring contract requirements are met and within budget.
Ensuring payments are made within required time frames and adhere to procurement regulations and standards.
Reconciling clients/sub-recipients subsystems to the accounting payment system.
Ensuring accounting system setup aligns with contractual and budget fiscal year budgets.
Creating standard work strategy and timelines for all sub-recipient/client processes and ensuring standard work is updated on a regular cadence.
Reviewing assessing and analyzing federal reporting data related to more than 15 fund sources.
Preparing and submitting reports to executive management providing information and recommendations regarding improvements on fund source monitoring and cost savings.
Reviewing data submitted to Financial Services Administration and the Accounting Administration for federal and state reporting.
Providing sub-recipients with any and all changes to federal awards ensuring all changes are clearly explained and followed.
Reviewing data prepared by subordinate staff including sub-system data and/or information directly from sub-recipients reports to the division.
Completing budget fiscal year closeout of all fund sources.

Knowledge of:
Principles concepts practices methods and techniques of government accounting including federal funding.
Generally Accepted Accounting Principles (GAAP).
Applicable federal and state statutes DES and Division policies and procedures Arizona Department of Administration (ADOA) personnel rules and regulations.
Statistical analysis and theory.
Business and financial operations.
Principles and practices of administration with special reference to organization fiscal management and budgetary control.
Conceptual understanding of the departments federally approved cost allocation plan.
The requirements characteristics and cultural environment required for teams to operate effectively.
Skills In:
Oral and written communication of complex concepts.
Comprehension analysis interpretation reconciliation and communication of complex financial data including forecasts and projections.
Methods and techniques required to maintain accounting records through automated accounting and procurement systems.
Development and organization of work plans and setting work-flow priorities.
Interpersonal relations and public speaking.
Using computer software packages (i.e. Excel Word Access Google Suite etc.)
Ability to:
Be an innovative strategic thinker and leader who is involved in the management team.

Facilitate groups and lead meetings with executive level positions.
Write clear concise and accurate reports.

| Selective Preference(s): |
The ideal candidate for this position will have:
Bachelors degree in accounting finance economics or business administration and 3 years experience dealing with complex financial issues; OR 1 year as a Financial Analyst 2 OR 2 yrs as a Financial Analyst 1 in AZ state government.
Supervisory experience is desirable.
| Pre-Employment Requirements: |
The ability to secure and maintain clearance from the Department of Child Services Central Registry and the Adult Protective Services Registry.
All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
Successfully pass background and reference checks; employment is contingent upon completion of the above-mentioned process and the agencys ability to reasonably accommodate any restrictions.
Travel may be required for State business. Drivers License Requirements.Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R.12.) AND have an acceptable driving record for the last 39 months including no DUI suspension or revocations and less than 8 points on your license. If an Out of State Driver License was held within the last 39 months a copy of your MVR (Motor Vehicle Record) is required prior to driving for State Business. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration; however mileage will be reimbursed.

State employees are required to participate in the Arizona State Retirement System (ASRS) the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement.
