TheHead of Non-Financial Risk Netherlandsis the most senior 2nd Line leader for all non-financial risk (NFR) domains within ING Netherlands. The role plays a central part inkeeping ING Netherlands safe and resilient ensuring that non-financial risks areidentified owned and effectively managed across theorganisation.
This function leads multiple NFR teams with the mandate tochallenge adviseempowerand overseethe 1st Line inidentifyinganalysing mitigatingmonitoringand reporting non-financial risks.The role safeguards ING NLsrisk appetiteescalates when thresholds are breached and drives a strong NFR culture while contributing directly to ING NLs long-term value creation andsustainable growth for customerspeopleand society.
The role is pivotal in translating the CRO NL missionvisionand NFR strategy intoclear actionable priorities for teams ensuringlineofsightto 2026 and beyond.
Roles and responsibilities
2nd Line ofDefenceLeadership & Empowerment
Lead and develop the Dutch NFRorganisation(ORM IRM Reporting/Portfolio Management BCM/Operational Resilience Fraud Regulatory & Geopolitical Risk).
Translate INGs NFR risk appetite into clear principlesguardrailsand actionable frameworks.
Enable and empower 1LoD teams to confidently own their risks through transparentchallengeand practical support.
Challenge the quality and completeness of NFR risk identification controls KRI/KCI reporting and remediation plans.
Exercise veto rights and escalate whereriskappetite or control quality is insufficient.
Risk Governance & Framework Execution
Ensure consistent execution of global NFR frameworks and Group policies within ING NL.
Oversee NFRC preparationagendaquality materials andfollowupactions.
Strengthen governance over NFRD data quality issue management event management and structural improvementprogrammes.
Embed global updates policychangesand regulatory expectations into local NFR execution.
Regulatory Audit & Supervisory Engagement
Act as the 2nd Line focal point for Dutch regulators (DNB AFM) on NFR topics.
Ensure readiness for inspections OSIs thematic reviews and regulatory requests.
Overseehighqualityresponses to internal and external audit findings ensuring robust and sustainable remediation.
Provide transparent reporting on NFR metrics appetite breaches emerging risks systemicissuesand resilience themes.
Strategic Direction & Transformation
Strengthen NFR maturity and ING NLs ability to accelerate sustainable growth grounded in ethics and resilience.
Provide strategic input to CRO NL on key themes (fraud IT & cyber riskthirdpartyrisk data protection operational resilience).
Lead NFR contributions to enterpriseprogrammes(operational resilience uplift ECB-driven initiatives transformationprogrammes).
Horizon-scan emerging NFR themes (AI governance geopolitics regulatory shifts) and prepare theorganisationproactively.
Enterprise Stakeholder & People Leadership
Leadmentorand develop senior NFR leaders and specialists across domains.
Act as a unifying force across Risk NL and ING NL fosteringcrosstribealignment and a shared understanding of NFR priorities.
Strengthen relationships with Group NFR Group IRM Compliance IT Risk AuditHRand business domains/tribes.
Promote a culture of openness ethicaldecisionmaking constructive challenge accountability and high integrity.

We are looking for the following knowledge and experience:
10 years of senior experience inNonFinancialRisk ideally in banking.
Proven leadership across multidisciplinary risk teams witha track recordof empowering people and driving impact.
Deepexpertisein key NFR domains (Operational Risk IT Risk BCM/Operational Resilience Fraud Data Protection).
Strong understanding of Dutch and European regulatory frameworks.
Highly skilled in strategic risk thinking and complex stakeholder management.
Able to translate complex risks into clear actionable executive insights.
Operates effectively inhighpressureenvironments and leads through transformation.
Rolemodelsethical leadership and embeds integrity intodecisionmaking.
Fluent in English; Dutch is a plus.
