Job Summary

Position Summary:

The City Manager serves as the Chief Administrative Officer for the City of Prince Albert providing strategic executive leadership and ensuring the effective efficient and transparent delivery of all municipal programs and services. Reporting directly to City Council the City Manager implements the municipal corporations Strategic Plan as approved by Council translating it into actionable corporate direction; builds strong organizational culture; strengthens intergovernmental and community relationships; and ensures compliance with all applicable legislation including The Cities Act LAFOIP and other provincial and federal requirements.

This role requires a strategic politically astute and collaborative leader with a proven ability to navigate complex municipal environments and drive continuous organizational improvement.

Key Responsibilities:

Strategic Leadership & Council Support

  • Serve as the primary administrative liaison between City Council and the corporation.
  • In accordance with the organizations Strategic Plan translate Council direction into clear actionable plans and monitor progress toward strategic outcomes.
  • Lead the development and implementation of corporate strategic plans and organizational priorities.
  • Provide timely accurate and balanced information to support Councils governance role.
  • Ensure corporate alignment with Councils vision policies and long-term goals.

Operational Excellence

  • Lead all City operations to ensure high-quality efficient and customer-focused service delivery.
  • Provide direction and support to all departments emphasizing coordinated planning and integrated decision-making.
  • Set performance expectations for the senior leadership team and conduct regular evaluations.
  • Champion data-informed decision-making modern business processes and continuous improvement initiatives.
  • Oversee the development execution and evaluation of major corporate and operational initiatives.

Financial & Corporate Stewardship

  • Ensure fiscal accountability transparency and responsible management of public funds.
  • Provide executive oversight of financial planning budgeting long-term capital planning and resource allocation.
  • Strengthen asset management practices and support long-term financial sustainability.
  • Promote evidence-based decision-making to support responsible municipal investment and risk management.

Community Intergovernmental & Stakeholder Relations

  • Build and maintain strong relationships with residents businesses Indigenous communities neighbouring municipalities and provincial and federal governments.
  • Act as spokesperson for administrative matters when delegated by Council.
  • Support economic development community revitalization and strategic investment opportunities.
  • Ensure transparent proactive and inclusive public engagement and communication.
  • Collaborate with public safety partners and regulatory bodies on matters impacting community well-being.
  • Represent the City in regional provincial and national forums to advance municipal interests.

Organizational Leadership & Culture

  • Foster a respectful inclusive high-performance workplace culture grounded in integrity accountability service excellence and innovation.
  • Promote interdepartmental collaboration coordinated planning and responsive municipal operations.
  • Lead effective workforce and succession planning to ensure organizational resilience.
  • Mentor and empower the executive leadership team promoting professional development and high performance.

Regulatory Compliance & Corporate Governance

  • Ensure the Citys compliance with all municipal provincial and federal legislation including The Cities Act LAFOIP and audit and reporting requirements.
  • Oversee corporate policy development to ensure consistency transparency and best-practice administrative governance.
  • Represent City operations in meetings with external agencies regulators and stakeholder groups.
  • Support strong corporate systems internal controls and standardized administrative processes.

Qualifications:

  • A post-secondary degree in public administration business administration or another discipline relevant to strategic leadership of a complex public sector organization or to one or more of the key functions of the Citys operational departments. A masters degree is an asset. Consideration may be given to candidates who demonstrate an equivalent combination of executive level experience advanced professional development and a demonstrated commitment to continuous lifelong learning.
  • Minimum of 10 years of progressive senior executive or municipal management experience.
  • Proven ability to work effectively with elected officials and navigate politically sensitive environments.
  • Strong interpersonal communication and relationship-building skills.
  • Demonstrated experience in strategic planning financial oversight and leading large complex organizations.
  • Experience in organizational change management community engagement and public-sector leadership.
  • Commitment to reconciliation partnership-building and inclusive community development.
