Harris County Pollution Control Services Department (HCPCS)Mission
The mission of Harris County Pollution Control Services Department (HCPCS) is to protect the citizens of Harris County from environmental impacts through firm consistent enforcement of state and federal regulations. The ultimate goal of PCS is clean air water and proper management of waste. The activities PCS are directed toward ensuring clean air and water for the citizens of Harris County consistent with the protection of public health enjoyment of property and the protection of plant animal and marine life.

What you will do for Harris County Pollution Control

Under the supervision of the Technical Deputy Director the Laboratory Services Manager organizes and directs all facets of the operation of the laboratory. The Laboratory Services Manager provides consultation to department staff other Harris County entities and citizens regarding sampling and analysis of environmental pollutants and contaminants. Activities for which the Lab Manager oversees includes: laboratory QA/QC accreditation sample chain of custody lab audit issuance of lab violation notices and supervision of section staff.


Duties and Responsibilities:

  • Responsible for overall management of the activities of the environmental laboratory
  • Monitor production and prioritize activities to ensure the timely analyses of environmental samples submitted by department personnel and other county entities
  • Provide technical oversight for method development quality issues and standard operating procedures (SOPs) ensure that SOPs are accurate and up-to-date
  • Oversee acquisition maintenance and calibration of laboratory and analytical equipment and provide oversight for procurement and delivery of analyses performed by a third-party
  • Obtain and maintain required laboratory accreditation
  • Responsible for oversight of laboratory QA/QC laboratory safety and laboratory waste management
  • Reviews and approves login reports and chain of custody submitted by the sample custodian
  • Responsible for recruitment hiring training and supervision of employees in the Laboratory Services Section
  • Supervise work performance of staff and evaluate performance.
  • Ensures that laboratory personnel follow administrative policies including but are not limited to time sheets and purchase order requirements
  • Resolve personnel conflicts
  • Inform staff of County and Department directives
  • Provide technical assistance to the regulated community the general public other department personnel and county entities
  • Represent Pollution Control at meetings hearings and conferences
  • Work closely and effectively with other Department sections
Administrative:
  • Evaluate resource needs including staffing facilities equipment and supplies for annual budgeting purposes
  • Compose and submit analytical results violation notices
  • Validate and approve analytical results imputed into the LIMS
  • Requisition necessary supplies and equipment
  • Review QA/QC reports and act accordingly
  • Perform audit of laboratory competencies and performance
Other Duties:
  • Additional duties assigned by the Department Deputy Director or Executive Director
  • Special tasks involved in responding to a public health emergency event

Requirements

Education:

  • Bachelor of Science degreein Chemistry Biology Environmental Sciences or Physical Sciences or related fieldfrom an accredited college or university

    • Must have at least 30 credit hours of Organic Chemistry/Inorganic Chemistry verifiable via transcripts.

    • Must have at least 16 credit hours of General Biology/Microbiology verifiable via transcripts.

Experience:
  • Five (5) years experience managing an environmental production laboratory
  • Broad based experience in all phases of laboratory procedures and instrumentation
Licensure:
  • Valid Drivers License (TX upon hire)


Knowledge Skills and Abilities:

  • Good written and verbal communication skills
  • Ability to determine work priorities assign work and ensure proper completion of work assignments
  • Ability to formulate policies and procedures. Ability to properly supervise laboratory staff including mentoring disciplinary action encouraging staff to set and achieve goals and effective communication
  • Proficiency in MS Word PowerPoint Access Outlook
  • Working knowledge of GC GC/MS ICP wet chemistry and biological analysis
  • Working knowledge of how to upload data from sampling/monitoring equipment into the computer and manipulate analytical data
  • Working knowledge of field tests and sampling/monitoring methods
  • Ability to develop innovative approaches to maximize program efficiency and staff proficiency
  • Initiative and judgement to prioritize tasks for Laboratory Services section

  • Advanced degreein Chemistry from an accredited college or university (preferred)

General Information

Position Type and Typical Hours of Work:

  • Full time Monday - Friday Typically 8:00 am to 5:00 pm.

  • Must be able to lift and/or move up to 20 pounds

  • After hours and/or weekend work on occasion

  • Hours may vary based on the business need of the department

  • On call during emergency events natural disasters etc.

  • This position may require employee to be deployed to alternative county locations during emergency events.

Work Environment and Physical Demands:

  • Requires to work in both a laboratory environment with lab analysis equipment chemicals and samples and a professional office environment with frequent time spent in both
  • Handling and working with hazardous materials and laboratory equipment is routine
  • Sedentary desk work for reports
  • Bending stooping kneeling and crouching
  • Safety - Vision and hearing abilities sufficient to acknowledge and respond to sirens alarms smoke visible evidence of a chemical release etc.
