About the Role
Reporting to the Manager of Court Services Department the Court Support Clerk provides administrative and clerical support for court proceedings and the court administration office as assigned on a rotating basis. The Court Support Clerk is responsible to ensure processes regarding the administration of the Provincial Offences Court are properly followed legislated time frames are strictly adhered to and the integrity of the Ontario Court of Justice system is maintained. The position is responsible for providing accurate processing and keying of charging documents in the Provincial Integrated Court Offence Network computer system (ICON) and setting trials by following the master court plan. The position also provides a high degree of customer service to members of the public enforcement agencies processing fine payments and ensuring court records are updated accurately. This position is responsible for providing court support for court sessions including the operation and recording of digital recording equipment zoom clerking and court monitor functions.

Job Duties and Responsibilities
General:

Provide information and assistance to the public and stakeholders using various methods of communication (i.e. telephone email and in person) respond to questions and provide necessary information by accessing the ICON to display and verify status of requests.

Provide courteous accurate and timely responses to requests for information regarding the functions operations and procedures necessary to conduct business with the Ontario Court of Justice within the parameters of the Provincial Offences Act and statutory regulations.

Performs preliminary review of forms and supporting documents to assure all pertinent information has been submitted and all rules regulation and procedures have been met in compliance with the Provincial Offences Act.

Prepare all necessary documents for plea of guilty and re-opening of cases being heard before a Justice of the Peace update ICON.

Provides administrative support services to the judiciary in respect to answering telephones taking messages and preparing necessary documentation for guilty pleas re-openings.

Maintain office filing system for provincial offences documentation.

Sort distribute incoming mail and processes outgoing mail including courier mail.

Provides data entry support of all Part I Part II and Part III Provincial Offences act charges in the CAMS and ICON systems.

Court Monitoring:

Receives requests for Part I Provincial Offences Act trial requests and Early Resolution requests and prepares appropriate documentation.

Ensure proper protocol and operation of court proceedings; open close recess adjourn; arraigns defendants; swear in witnesses and interpreters.

Performs duties of the Zoom clerk including pre-court set-up communicating with defendants prosecution and other stakeholders.

Prepares and enters data into court orders including warrants probation orders and summons for signature from the Justice of the Peace; prepares necessary documents for other court actions as required.

Receives records marks exhibits tendered as evidence in court proceedings.

Ensures the efficient operation of all digital recording and courtroom equipment software enabling remote in-person and hybrid participation and proceedings.

Records verbatim and creates and maintains an accurate detailed log of court proceedings.

Receives prepares and updates all Provincial Offences Act dockets.

Receives request for interpreters prepares documents and makes necessary arrangements when interpreters are required for court proceedings.

Completes statistical reports for the court for the purpose of measuring court utilization.

Retrieves filed Part Is compiles and matches to Fail to Respond docket.

Check final Docket for ICON to ensure correctness.

Collections Administration:

Maintains the data integrity of the CAMS database for collection of defaulted and unpaid fines; interfaces daily dockets payments with the ICON system; monitors and contacts defendants on monthly payment plans.

Submits retracts and interfaces cases and payments to third-party collections agencies.

Produces sends emails notices of overdue fine balances to defendants.

Processes enforcement actions including drivers license suspensions submissions to third party collection agencies addition to tax rolls writs of seizure and sale garnishments and Certificate of Defaults.

Processes Extension of Time to Pay motions including removal of enforcement if applicable.

Retrieves tickets and completes the daily Case Transfer Report.

Court Administration:

Performs cashier functions by operating ICON financial screen Point of Sale machine e-transfers and CAMS Collect payments for all Provincial Offences Act charges.

Ensures accurate deposits are made from all sources counts and validates cash and float receipts.

Checks Fail to Respond Dockets for accuracy and up-dates information on the computer system (ICON) balances and files.

Receives counts and performs proficient data entry for all Part I Part II and Part III Provincial Offence Act charges in the Court Administration Management System (CAMS) and ICON.

Performs searches in the Ministry of Transportation ARIS system for new addresses of defendants in default.

Secures exhibits tendered records and contacts parties for pick up after completion of proceedings.

Processes MTO corrections received from ministry in the ICON system.

General:

Incumbents must keep up-to-date on all relevant legislation collective bargaining agreements County Policies and Procedures etc. ensuring that these are implemented as prescribed

What We Are Looking For
Minimum Formal Education

Completion of a Community College Diploma/Certificate in Court Support Clerk Law Clerk or a related field and/or demonstrated equivalent on the job experience.

Experience

Two years related experience as designated Clerk of the Court legal or Provincial Offences experience.

Demonstrated knowledge of Provincial Offences Act/Law or related equivalent

Exceptional organizational skills with the ability to multi-task and work in a fast-paced public and formal environment.

Experience in a computerized office. Knowledge of Integrated Court Offence Network (ICON) computer software.

Working knowledge of Word Excel Outlook Zoom and Court Administration Management System (CAMS). Ability to input Data Entry at an acceptable speed and accuracy.

Proficiency in the French language would be an asset.
