We are looking for a Monitoring evaluation and learning specialist to support the development and implementation of MEL systems for NORCAP. This role supports the documentation of achievements and results and provides technical support quality assurance and capacity building across NORCAPs projects thematic areas portfolios and strategies. It contributes to evidence-based decision-making accountability and organizational learning.

This is a temporary position (12 month contract) based in Oslo Norway under a national employment contract. It is for internal candidates only. For the purpose of this requisition internal candidates are those who are either currently working in NRC or have worked in NRC within the last 2 years.



Responsibilities
  • Lead thedevelopment maintenance and coordination of NORCAPs MELsystems including policies SOPs strategic alignment guidance and tools.

  • Manage support and coordinate the planning and implementation of internal and external evaluations reviews studies and other knowledge products for departmental learning and accountability take initiative in facilitating follow up and learning.

  • Contribute to analysis and reporting on achievements and results as outlined by the NORCAP Strategy and in line with the M&E Framework in collaboration with NORCAP project managers operational managers and project teams as needed.

  • Support coordination explore synergies and areas of cooperation with partners and other actorson MEL and knowledge management.

  • Promote the use ofMEL data and learning across projects units and on departmental level in NORCAPensure data informs decision-making and continuous improvement.

  • Lead on the identification implementation and use of innovative technology and digital tools to facilitate effective data collection analysis and visualisation of results and evidence in collaboration with the Systems & Technology Specialist Adviser.

  • Facilitate stakeholder engagement in design and implementation of evaluations and other MEL processes.

  • Responsible for knowledge management including developing systematic approaches to learning and utilizing internal and external knowledge (research analysis).

  • Participate in planning and development of new projects and proposals

  • Any other tasks as delegated by the line manager.



Qualifications
  • Minimum 7 years of relevant work experience of which at least 3 years within the humanitarian development or peacebuilding fields
  • Masters degree or equivalent higher education in a relevant field
  • Excellent analytical skills
  • Strong drafting and document development skills including policy and guidance documents and training materials
  • Proven track record of delivering results relevant to MEL responsibilities.
  • Fluency in English both written and verbal. Knowledge of Norwegian and/or French an asset but not required.
  • Strong understanding and practical application of MEL concepts and approaches.
  • Experience designing and applying both qualitative and quantitative methodologies and tools preferably in humanitarian or development settings.
  • Ability to quickly gather synthesize and analyse large volumes of information.
  • Strong planning and organising skills.
  • Strong facilitation skills experience in planning and delivering workshops and focus group discussions.
  • Proficiency in computer and digital tools including data analysis visualization and reporting platforms.
  • Strong intercultural communication skills and ability to work effectively with colleagues and stakeholders from diverse cultural and professional backgrounds.
