Job Summary

Transportation Planning and Management (TPM) is responsible for the safe efficient and environmentally responsible movement of people and goods on the Citys streets supporting the larger goals of economic and social vitality for people living working and doing business in New York City. The Divisions responsibilities include roadway project planning roadway design technical analysis maintenance of street signs transit development freight mobility and roadway markings. TPMs Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways. We draw on expertise and talent of Civil Engineers Urban Designers Planners Asset Managers Inspectors Administrators Analysts and others to evolve and maintain the curb geometry and street plans for all NYCs 6300 miles of roads create and maintain official pavement marking and concrete island plans and oversee the application and refurbishment of NYCs 250 million linear feet of pavement markings (stripes messages colored surface treatments for bus/bike/plaza etc.).

D&C seeks an experienced and motivated candidate to support the pavement markings program with a primary focus on implementing citywide safety efforts and supporting Vision Zero initiatives including bike lanes bus lanes intersection daylighting curb management treatments enhanced crosswalks and other traffic-calming and pedestrian safety measures. The Markings Program Coordinator will coordinate contractor installation of roadway safety markings to deliver safety projects while also supporting Street Improvement Projects and maintaining a state of good repair across the broader markings network. The role emphasizes program coordination process controls and cross-unit collaboration to support all Vision Zero objectives.
The successful candidate will manage all categories of roadway markings including refurbishments marking after resurfacing Street Improvement Projects and in-house markings for new signal installations stop signs and speed humps. Working closely with the Deputy Chief of Construction the candidate will establish standards and workflows balance workloads monitor contractor performance and support training and knowledge-sharing to ensure consistent project delivery. Additional responsibilities include coordinating daylighting and pavement markings with resurfacing programs; participating in interagency and internal meetings; and working with Borough Commissioners offices agency leadership planning units contractors and in-house crews. The candidate will assist in managing multiple contractors and support the delivery of approximately $40 million in roadway markings annually ensuring work is properly assigned prioritized and tracked to meet all performance targets and Key Performance Indicators with particular emphasis on safety outcomes associated with the Daylighting Initiative. The ideal candidate should lead collaboratively communicate effectively and support staff development while maintaining a strong focus on accountability and continuous improvement.

Preferred Skills
The preferred candidate will be proficient in ArcGIS Microsoft Word Access PowerPoint Excel and Adobe Creative Suite. Knowledge of traffic calming urban design pedestrian-oriented design complete streets and project management is required. Excellent writing editing and oral presentation skills are a must. Preference will be given to candidates possessing a valid NYS Drivers License. Experience implementing Street Improvement Projects including daylighting-related intersection improvements and coordinating with operational units is preferred.

**To be considered for this position the candidate must be serving permanently in the title of Transportation Specialist be reachable on the civil service list or be eligible under the 55a program. **
Note: Less than 2 yrs. City Service - New Hire Rate: $78740 2 or more yrs. City service - Minimum Incumbent Rate: $90551.

Qualifications :

1. A masters degree in transportation engineering mathematics urban planning architecture landscape architecture urban studies or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in 2 above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in 2 above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in 2 above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II the candidate must have an additional year of experience as described in the Qualification Requirements listed under 2 above.

To be assigned to Assignment Level III the candidate must have an additional two years of experience as described in the Qualification Requirements listed under 2 above.
