| Job Summary: |
The Junior Governance & Compliance Advisor supports the Workforce Arizona Councils mission by helping maintain strong governance public transparency and consistent compliance across Arizonas workforce system.
This role provides entry-level compliance and governance support to Arizonas 12 Local Workforce Development Boards (LWDBs) by assisting with monitoring preparation documentation review meeting compliance (including Arizona Open Meeting Law practices) and the coordination of technical assistance and training.
The Junior Advisor works closely with OEO/WAC staff DES ADE/Adult Education and Vocational Rehabilitation (VR) partners to help ensure local boards have the tools templates and guidance needed to meet WIOA governance and accountability expectations.
This position is ideal for a candidate who is detail-oriented organized and interested in public-sector compliance board operations and workforce policy.
This position may offer the ability to work remotely within Arizona based upon the departments business needs and continual meeting of expected performance measures.
| Job Duties: |
Compliance Support & Documentation:
Assist with reviewing local board submissions and documentation for completeness and alignment with WIOA governance requirements (e.g. bylaws membership records conflict-of-interest forms meeting minutes agenda postings)
Maintain compliance trackers document inventories and deadline calendars for monitoring cycles corrective action follow-up and required local board actions
Support the development of corrective action documentation (drafting templates tracking progress compiling evidence)
Help identify recurring compliance issues and summarize patterns for senior staff
Board Governance & Meeting Support:
Support WAC and Executive Committee meeting logistics: agendas posting timelines materials packets minutes templates and action logs to align with transparency requirements and internal standards
Assist local boards with practical governance needs such as agenda/minutes formats quorum tracking membership updates and records organization
Technical Assistance & Capacity Building:
Coordinate and support training and technical assistance for LWDB staff and board leadership (scheduling materials prep attendance tracking follow-up resources)
Help develop how-to guidance and checklists to simplify compliance expectations for local boards
Support consistency in implementation by maintaining shared templates and guidance resources
Stakeholder Engagement & Coordination:
Attend local board meetings as needed to observe governance practices and support WAC representation (with coaching and support from senior staff)
Support coordination with DES ADE/Adult Ed and VR partners to align messaging monitoring activities and technical assistance
Maintain regular communications with LWDB staff (email meeting reminders clarification requests follow-ups)
Reporting & Continuous Improvement:
Contribute to continuous improvement efforts by tracking outcomes documenting process improvements and updating internal playbooks
Draft short memos summaries and dashboards that translate compliance findings into clear next steps
| Knowledge Skills & Abilities (KSAs): |
Knowledge of:
Basic understanding of public administration governance and compliance concepts (e.g. transparency internal controls documentation standards)
Familiarity with public meeting practices (or willingness to learn Arizona Open Meeting Law requirements)
Awareness of workforce development programs and/or WIOA partners (helpful but not required)
Basic understanding of how boards/councils operate (quorum bylaws minutes motions)
Skill in:
Coordinating training and technical assistance including scheduling materials preparation attendance tracking and followSkill in professional written and verbal communication with local boards and partner agencies
Meeting and board support including agenda preparation materials compilation action tracking and minutes coordination
Drafting clear concise templates and guidance (e.g. corrective action templates checklists how-to guides)
Summarizing complex compliance issues and identifying patterns or recurring gaps for senior staff
Organizing and maintaining compliance trackers document inventories and deadline calendars
Reviewing and validating documentation for completeness accuracy and regulatory alignment
Cross-agency coordination to ensure consistency in messaging and implementation
Ability to:
Maintain confidentiality and professionalism when handling sensitive governance and compliance information
Support corrective action processes by tracking progress and compiling supporting evidence
Work collaboratively with senior staff taking direction while exercising sound judgment
Provide practical solution-oriented support to local boards with varying capacity levels
Interpret and apply WIOA governance requirements to real-world local board practices
Manage multiple deadlines and monitoring cycles with attention to detail and accuracy
Observe governance practices objectively and communicate findings diplomatically
| Selective Preference(s): |
Bachelors degree in Public Administration Political Science Business Education Legal Studies Communications or related field OR equivalent combination of education and experience
02 years of relevant experience (or 24 years in adjacent roles such as program coordination grants support compliance support board/committee support or government operations)
Experience with compliance documentation audits/monitoring grants administration or policy support
Familiarity with Arizona workforce partners (DES ADE/Adult Ed VR) or local government processes
Experience supporting a board committee or public-sector program
