About the Role:

King County Parks and Recreation is seeking a talented individual with the ability to build respectful and productive relationships with internal colleagues and external stakeholders to serve as a Business and Finance Officer IV (BFO IV) within the Budget and Financial Planning unit of the Parks Finance Section. This position reports to the Financial Services Administrator and will provide financial leadership management and oversight of business planning biennial budget development and monitoring financial analysis strategic thinking and sustainability planning. The BFO IV supervises a team of Business and Finance Officers and provides advanced financial expertise to influence operational capital or policy decisions. This position follows a hybrid work model blending remote and in-person work.

About the Team:

The Finance Budget and Planning Section manages the Parks and Recreation Divisions financial affairs and business administration in support of its mission to steward enhance and acquire parks to inspire healthy communities. The section is a vital internal support resource to the Parks Division and is comprised of four work units. The four work units represent: Finance Administration Accounting and Fiscal Administration Budget and Financial Planning and Procurement and Strategic Sourcing with teams dedicated to core values that embodies accountability diversity and inclusion stewardship and workforce development.

Job Duties

What You Will Be Doing:

Technical Budget Management:

  • Oversee the intricacies of budget development for complex funds such as Parks Levy Fund Operations and Maintenance Fund Parks Capital Funds and Youth and Amateur funds.
  • Drive the creation of biennial and supplemental budgets conduct projections and forecasting monitor financial activities lead audits and coordinate year-end processes.

Strategic Financial Management Leadership:

  • Collaborate with stakeholders to steer financial strategies and program implementation that encompasses the preparation of budget narratives policy memos financial plans and legislative compliance to ensure widespread alignment.
  • Provide budget vs actual monitoring reports to the key stakeholders identify financial risks and propose practical solutions.
  • Integrate equity race and social justice principles into financial modeling analysis and engagement with managers and budget personnel to promote positive outcomes for historically marginalized communities.
  • Supervise financial and business management activities adhering to King Countys enterprise-wide guidance coordinating with the Office of Performance Strategy and Budget. This includes the development and implementation of fiscal policies and procedures overseeing the development of financial plans financial modeling forecasting reconciliations and business planning.
  • Manage burden and central rates processes and reporting for the Parks Division.
  • Complete quarterly financial forecasts and conduct regular and ad-hoc analyses involving research compilation and interpretation of financial data to monitor budget performance and established performance metrics.

Supervising Business and Finance Officers:

  • Lead a collaborative team of Business and Finance Officers with emphasis on managing multiple functions employee engagement proactive communication knowledge sharing and team building.
  • Assign workloads ensure quality checks on technical tasks provide feedback highlight achievements and address conflicts.

Experience Qualifications Knowledge Skills

Qualifications You Bring:

  • Minimum of five (5) years in progressively responsible experience in financial management including budget development financial reporting and forecasting.
  • Understanding standards and trends in public sector budgeting.
  • Knowledge of public capital improvement programs and long-term strategic funding for multi-million-dollar projects.
  • Understanding of public administration legislative processes public procurement and workforce sustainability planning.
  • The ability to focus on attention to detail in a complex financial environment and link operational aspects of the organization to strategic priorities and ensure work product reflects those linkages.
  • Advanced knowledge of Microsoft Excel including extensive use of Pivot Tables formulas and data collection and management.
  • Strong oral and written communication skills for technical (budget and finance background) and non-technical audiences presenting financial information on key policy issues and resource allocation.
  • Ability to anticipate and plan for future business needs assessing financial implications and tradeoffs to propose solutions and enhance financial performance support cost control and reduce financial risk.

  • Experience in supervising and leading teams effectively and consistent with King County values with emphasis on diversity

  • Bachelors degree in business economics public administration accounting or related field.
  • Capital Budget Expertise:Advanced knowledge of capital budgets public capital improvement programs and long-term strategic funding for multi-million-dollar projects.
  • Revenue Sources Mastery:Advanced knowledge and experience with property tax levies general obligation bonds Real Estate Excise Taxes and grants related to capital improvement programs.
  • Enterprise Resource Program (ERP) Proficiency:Expertise in Oracle EBS Oracle Business Intelligence Hyperion/PBCS PeopleSoft or other ERP systems specifically for budgeting and financial performance.
