Job Summary

Position Description

The City of Seattle is seeking a dynamic Asset Planning Manager to lead strategic capital and asset planning for a complex and large portfolio of Finance and Administrative Services (FAS) assets. This role is responsible for overseeing the Citys facility asset management program and directing the systems and processes that support the Facility Operations Division. The successful candidate will ensure efficient coordination across operational units optimize asset performance deliver long-term value through data-driven planning and integrated service delivery and accurately track the divisions budget and spending.


The Asset Planning manager leads a professional team of data analysts and strategic advisors who manage an existing asset portfolio and plan new or replacement assets. Specialties include sustainability analysis asset evaluation systems administration and data analysis and is responsible for facility planning asset management energy management and plays a central role in shaping long-range capital investment strategies to ensure safe resilient and high-performing facilities. Asset Planning develops data-driven capital strategies and translates asset condition performance and operational needs into prioritized capital project recommendations and major maintenance/repair considerations. This role ensures that investment decisions align with City policy regulatory and safety requirements sustainability goals and service delivery outcomes.


This position reports to the FAS Facility Operations Director.


ABOUT US

FAS is often the publics first interaction with the City of Seattle operating as a customer-focused front door that assists with everything from paying utilities or reporting a pothole to requesting public information or even adopting a new pet.


The 500-plus employees of FAS span across 10 divisions and work behind-the-scenes providing critical functions like managing 120 City facilitiesincluding police and fire stationsoverseeing the Citys neighborhood customer service centers and Customer Service Bureau and making sure minority-owned businesses can equitably compete for City contracts.


Job Responsibilities

Capital & Asset Planning

  • Develop and implement data-driven strategies to prioritize and scope capital investments translating strategic objectives into discrete capital projects and major maintenance initiatives.
  • Establish and maintain a deep working knowledge of FASs asset portfolio including physical condition functional role operational criticality and service impacts.
  • Lead the development and continuous improvement of capital planning tools asset data standards investment criteria and analytical frameworks.
  • Develop capital investment strategies based on condition performance safety resiliency service reliability customer experience access land-use context and lifecycle cost considerations.
  • Conduct advanced analysis such as life-cycle costing deterioration modeling and scenario planning to link investment decisions to measurable outcomes.
  • Create and maintain long-range facility plans and capital plans in compliance with infrastructure requirements City policy and environmental and safety regulations.
  • Plan for mid- and long-term renovation rehabilitation replacement or disposition of FAS facilities directing analysis to identify least-cost approaches and recommend associated projects and budgets to department management and Executive leadership.
  • Direct the administration and development of division support systems including our maintenance management system and budget and performance tracking systems.


Strategic Leadership & Coordination

  • Coordinate cross-asset and cross-departmental planning efforts to align goals outcomes and project development strategies.
  • Develop strategic frameworks to optimize asset performance identify land-use and redevelopment opportunities and support long-term portfolio optimization.
  • Advise FAS leadership by preparing clear actionable reports with alternatives and recommendations to support executive decision-making.
  • Collaborate closely with Facility Managers Capital Development Real Estate and Planning Services Accounting and Budget Services Purchasing and Contracting and external partners to align project planning funding and execution.
  • Working closely with all Facility Operations work units including facility maintenance property management real estate warehousing and janitorial services to revise and streamline work and communication processes and improve customer service.


Program Budget & Contract Management

  • Oversee capital planning budgets and support annual operating and capital budget development and forecasting track expenditures and implement fiscal controls.
  • Play an integral role in preparing the Facility Operations $72 million budget and associated rates to other departments.
  • Monitor the approved budget recommending adjustments that have Citywide impacts.
  • Collaborate with FAS Capital Development to lead development and delivery of the Six-Year Capital Improvement Plan (CIP) and supporting documents such as Facility Condition Assessments.
  • Manage consultant engagements scopes schedules deliverables and contract performance; authorize payments for professional services.
  • Coordinate with regulatory agencies utilities and public partners to ensure project compliance and integration of external requirements.


Communication & Stakeholder Engagement

  • Prepare and present planning materialsincluding maps graphics dashboards reports and presentationsfor both technical and non-technical audiences.
  • Lead stakeholder engagement for facility capital projects and develop communication strategies and materials for major capital initiatives.
  • Provide planning technical and asset management guidance to Facility Managers across all FAS facilities.
  • Conduct high-level sensitive negotiations with other governmental agencies tenant departments and non-profit agencies housed in City facilities.
  • Brief and inform the Facilities Operations Director; the FAS Department Director the Mayor City Council and other department staff regarding projects that involve City-owned facilities.


People & Organizational Leadership

  • Provide leadership and management for the Asset Planning workgroup.
  • Participate in hiring performance management training and professional development of staff.
  • Support direct report staff and guide project execution to ensure quality consistency and accountability.
  • Stay current on industry best practices and emerging trends in asset management facility planning and capital strategy.
  • Manage four professional staff with specialties including sustainability analysis asset evaluation systems administration and data analysis.


Energy & Resource Conservation

  • Collaborate with Seattle Office of Sustainability & Environment (OSE) and oversee implementation of City climate energy and water-reduction goals within FAS facilities.
  • Promote energy-efficient practices and support decarbonization and resource conservation initiatives across the portfolio.

Qualifications

Minimum Qualifications:

  • Bachelors degree in Facility Management Architecture Construction Management Engineering Urban Planning Business Administration or a related field.
  • Five (5) years of experience in asset planningfinancial analysis property management project management construction of civic or institutional facilitiesor a related discipline.
  • Five (5) years of experience insenior-level management providing strategic leadership to teams and oversight of complex budgets for facilities and capital infrastructure projects.
  • Current Washington State Drivers License or evidence of equivalent mobility.

Other combinations of education training and experience will be evaluated on an individual basis for comparability.

The most successful candidates willpossess the following:

  • A working knowledge of building construction and systems.
  • Advanced degree in Facility Management Architecture Construction Management Engineering Urban Planning Business Administration or a related field.
  • Professional certifications such asCertified Facility Manager (CFM)Facility Management Professional (FMP)Facilities Management Administrator (FMA)American Institute of Certified Planners(AICP)Project Management Professional(PMP)orProfessional Engineer (PE).
  • Experience managing and tracking a large and complex operating and capital budget.
  • Strong strategic analytical and quantitative skills.
  • Exceptional written verbal and presentation abilities.
  • Proven ability to collaborate across departments and build effective stakeholder relationships.
  • Demonstrated leadership supervision and team-building capabilities.
  • Ability to translate complex technical and financial information into clear compelling narratives and visuals.
  • Proficiency with analytical and visualization tools; experience with asset management systems.
  • Knowledge of enterprise asset management building information systems and property management platforms.
  • Thorough understanding of building systems construction methods codes costing safety standards and project management frameworks.
  • Ability to manage multiple priorities in a high-profile fast-paced environment.
  • Strong judgment problem-solving and risk management skills.
  • This position acts in close coordinationwith andprovides technical support toother managers in the division. Well-developed skills that apply to each of these management areas (Facility Maintenance Real Estate and Property Management) are a plus.

This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.

Additional Information

This position is classified as a Classified Civil Service Regular Full-Time. This position is FLSA exempt (not eligible for overtime). The salary range for this individual role has been identified as $56.57 - $84.88 per hour or $118000 $177000 annually.
