DIRECTOR OF CAPITAL PLANNING AND COMPLIANCE
Position Title: Director of Capital Planning and Compliance
Location: Everett Massachusetts
Reports To: Superintendent of Schools
Work Year: 12-month full-time (in-office)
POSITION OVERVIEW
The Director of Capital Planning and Compliance is responsible for the strategic planning implementation and oversight of Everett Public Schools capital improvement program with a strong emphasis on compliance accountability and fiduciary stewardship. This role manages multiple concurrent new school construction projects major renovations and the repurposing of existing district facilities. The Director leads all phases of capital initiatives from long-range planning and preconstruction through construction commissioning to the closeout of all projects. While ensuring adherence to all applicable contractual financial and legal requirements.
A central responsibility of this position is the development and ongoing management of a multi-year Capital Plan that is strategic fiscally responsible and aligned with the long-term needs of both Everett Public Schools and the City of Everett. The Director works collaboratively with municipal leadership to establish and advance a shared vision for capital investment ensuring that school facilities planning supports broader City priorities and community needs.
The Director serves as the districts primary liaison to the Massachusetts School Building Authority (MSBA) and is responsible for ensuring that all capital initiatives reflect sound fiduciary practices contractual integrity and legal compliance. This position safeguards public resources and ensures that capital investments are optimized to meet the needs of students educators families and the Everett community.
KEY RESPONSIBILITIES
Strategic Capital Planning:
Develop maintain and regularly update a comprehensive multi-year Capital Plan aligned with district educational priorities and the City of Everetts infrastructure and financial planning.
Collaborate with City leadership to establish and advance a shared long-term vision for school facilities infrastructure investment and building utilization.
Prioritize capital initiatives to maximize educational impact operational efficiency and long-term value.
Ensure capital planning decisions reflect the needs of students educators families and the broader community.
Provide regular updates to the Superintendent of Schools School Committee Mayor of Everett City Council and City and School Executive Leadership Teams.
Capital Project Management:
Lead and oversee the preconstruction construction commissioning and project closeout phases for multiple concurrent school construction projects and renovations.
Manage the repurposing and adaptive reuse of district buildings to meet evolving educational enrollment and operational needs.
Evaluate construction methods schedules and sequencing to ensure efficient and cost-effective delivery.
Monitor daily work progress to ensure adherence to approved schedules scopes and budgets.
Ensure all contractual conditions of performance are met.
Compliance Contractual and Legal Oversight:
Ensure full compliance with all applicable local state and federal laws regulations and policies governing public construction procurement and facilities management.
Oversee the contractual process from procurement through closeout in accordance with Massachusetts General Laws regulations and guidelines.
Coordinate compliance with applicable building safety and accessibility standards.:
Review and manage contracts amendments change orders claims and closeout documentation to ensure consistency with statutory requirements approved scopes and funding sources.
Uphold the districts fiduciary responsibilities through transparent financial practices accurate documentation and strong internal controls.
Collaborate with district leadership municipal officials and legal counsel on legal regulatory and risk-management matters related to capital planning and facilities.
Support the development and implementation of procedures that strengthen compliance accountability and risk mitigation across the districts capital program.
MSBA and Regulatory Coordination:
Serve as the primary point of contact with the Massachusetts School Building Authority (MSBA) throughout eligibility design construction and closeout phases.
Ensure compliance with MSBA reporting documentation and reimbursement requirements.
Coordinate with inspectors code officials and regulatory agencies to ensure all projects meet applicable standards.
Contractor and Consultant Oversight:
Negotiate coordinate and direct the work of general contractors subcontractors and consultants.
Develop and maintain strong working relationships with architects engineers inspectors municipal partners and internal district teams.
Participate in contractor selection evaluation and performance management.
Budgeting Reporting and Documentation:
Prepare and submit capital project budgets financial projections and long-range planning documents.
Monitor expenditures and identify financial risks efficiencies and value opportunities.
Prepare daily reports meeting minutes monthly updates and internal and external reports related to project status and compliance.
Maintain comprehensive project documentation including construction schedules record drawings warranties guarantees and closeout materials.
Maintain project records and visual documentation necessary for compliance audit reporting and claims support.
Planning and Operations:
Coordinate construction activities with school and City operations to minimize disruption to teaching learning and community use.
Ensure capital initiatives align with district educational priorities City planning objectives and compliance obligations.
Other Duties:
Perform other duties and assume additional responsibilities as assigned by the Superintendent of Schools.
Qualifications:
Bachelors degree required; graduate degree in Construction Management Architecture Engineering Public Administration or a Juris Doctor (JD).
Minimum of five (5) years of experience in capital planning construction management or a related field including supervisory experience in compliance and oversight.
Experience working with the Massachusetts School Building Authority (MSBA) or similar public-sector funding agencies strongly preferred.
Experience in a K12 public school district or municipal setting preferred.
Demonstrated knowledge of Massachusetts public procurement and construction laws.
Strong negotiation coordination and relationship-building skills.
Excellent oral and written communication skills including the ability to translate technical legal and financial information into clear actionable reports and presentations.
Proficiency with Microsoft Office (Excel Word PowerPoint) and familiarity with project management budgeting and cloud-based systems.
Salary:
This is an exempt non-union position. Salary is commensurate with experience and education. Salary Range: $160000-$175000.
