The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction purchasing and contracting for goods and services maintaining facilities managing state vehicles acquiring and disposing of real property and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally the department manages many of the states advocacy programs that provide assistance and services to diverse segments of the states population that have been traditionally underserved.

Description of Work

Key Responsibilities:

This position will review and approve for bidding design and construction documents related to the mechanical systems of capital improvement projects. This includes:
Verify scope and estimated costs of projects with the contract requirements and the appropriate funds.
Checking levels of completion accuracy clarity and appropriateness of plans and specifications.
Indicating corrections and suggesting improvements and revisions.
Determining appropriate selection specification and use of all materials.
Determining economy in initial costs and long- term maintenance.
Determining energy efficient systems and energy conservation measures.
Ensuring compliance with the NC State Building Codes and applicable NC General Statutes on public work.
Ensuring conformance of the contractual bid packages with State Construction Office guidelines policies and procedures.
Coordinating of plans and documents among other engineering and architectural disciplines.
Reviewing all mechanical system aspects of capital improvement projects submitted by designers to ensure compliance with the NC General Statutes governing public works building and safety codes and conformance with sound engineering and construction practices.
Reviewing mechanical system designs for proper consideration to economy in first cost and life cycle cost maintenance cost proper materials and type of construction.
Reviewing projects to evaluate the mechanical system design coordination with the civil structural and electrical disciplines.
Assisting construction monitors in the field in resolving technical or contractual issues at the construction site as well as assisting in the overhead and final inspections.
Monitoring the facility under construction and at completion providing valuable three-dimensional insight into problems or conditions that could be corrected earlier in the two-dimensional review process.

The North Carolina Department of Administration is seeking applicants for a Mechanical Engineer for our State Construction Division. The State Construction Office (SCO) is responsible for the administration of planning design and construction of all state facilities including the university and community college systems. The division also provides the architectural and engineering services necessary to carry out the capital improvement program for all state institutions and agencies.

Division/ Department Overview

The Department of Administration serves as the business manager for the North Carolina state government and provides leadership to state government agencies for the effective efficient economical and equitable delivery of services to the public. The department also provides assistance and services to several advocacy programs that serve diverse segments of the states population that have traditionally been underserved. The agencys mission directs departmental efforts to: acquire develop and maintain properties and facilities; create and operate an efficient system to purchase and dispose of goods and services to meet the needs of government agencies; provide excellent operational services to state employees; achieve fair and equitable opportunities and representation for various segments of the population that have special needs; and to provide administrative support to independent state government agencies.

Knowledge Skills and Abilities / Competencies

QUALIFIED APPLICANTS MUST SUBMIT AN APPLICATION THAT CLEARLY REFLECTS WORK EXPERIENCE THAT DEMONSTRATES THE FOLLOWING:

  • Working knowledge of principles and practices of Building Systems Mechanical Engineering NC State Building Codes and Industry Standards General Construction policies and guidelines building construction and operations.
  • Discernment of discrepancies in technical documents or data and provide objective professional opinions and judgments when presented factual data.
  • Familiar with industry design reference standards such as ASHRAE and NFPA and engineering development trends.
  • Skilled in time management communicating technical information to others technical writing and written communication constructive negotiations and public speaking.
  • Experience in Construction Administration and program/project management.
  • Proficient with computer software and computer drawing packages.

MANAGEMENT PREFERENCE:

  • Bachelors degree in Mechanical Engineering.
  • Minimum of 5 years progressive professional experience in the practice of Building Systems Mechanical engineering
  • Possession of a Level Ill North Carolina Inspector Certificate issued by the North Carolina Code Officials Qualification Board or the ability to obtain within three (3) years of employment.

Necessary Requirements:

  • Registration as a North Carolina Professional Engineer.
  • Minimum of 4 years progressively responsible experience in the practice of Building Systems Mechanical Engineering.
  • Valid NC Drivers License with acceptable driving record. Out of State Applicants must have a valid NC Drivers License or acquire NC Drivers License within 60 days of hire. Candidate must present proof of a valid NC Drivers License and proof of an acceptable driving record.

Minimum Education and Experience

Bachelors degree in an applicable field of engineering from an appropriately accredited institution and four (4) years of progressively responsible experience; or an equivalent combination of education and experience.
