We are looking for a Compensation Analyst to join our HR team in the Executive Directors office in the People Operations Division.

Description of Job

HCPF welcomes your interest in the Compensation Analyst position.

Responsibilities in this position include:

  • Compensation analyst for the entire agency on compensation specifically salary analysis.

  • Performs compensation analysis for all pay changes within the Department.

  • Supports the compensation staff authority and helps to maintain and update all policies and procedures related to compensation as needed.

  • Maintains compliance with the Equal Pay for Equal Work Act and all applicable labor and compensation laws and rules.

  • Uses manual query techniques to extract and summarize information from multiple data sources.

  • Completes compensation data collection on assigned salary analysis requests internal and external.

  • Manages all salary data and corresponding compensation systems.

  • Provides data analytics services to help drive data-driven decision making within the organization.

  • Completes in depth salary analysis on assigned salary analysis requests internal and external.

  • Reviews characteristics of data applies appropriate statistical principles to calculate standard statistical measures such as standard errors means medians confidence intervals and significance levels to evaluate robustness of estimates

  • Uses raw or aggregated data to create descriptive statistics

  • Builds reports to show the final result as well as any supporting data.

  • Analyzes the end-users need and determines which presentation method(s) are needed on a case-by-case basis.

  • Presents complex technical information to a variety of stakeholders and clientele.


Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications:

There are two ways to qualify for this position:

Option 1:
Experience Only:

Six (6) years of professional experience in data analysis or compensation analysis

Option 2:
Education and Experience:

Bachelors degree from an accredited institution in a field of study related to human resource management business administration accounting finance economics psychology industrial relations industrial/organizational psychology or another field related to the work assignment


AND

Two years of professional experience data analysis or compensation analysis



Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:
  • An associate will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience

Professional experience is defined as experience that may include: independent judgment and discretion in performing work duties a level of specialized knowledge in-depth work requirements such as data gathering analysis and interpretation customer service across a broad range of individuals including key personnel and/or individual accountability for results.

Preferred Qualifications:
  • Prior state experience related to the duties of this position
  • Prior direct experience working in compensation management and/or analysis
  • Detail oriented
  • Customer service and problem solving focused.
  • Querying and managing large databases
  • Demonstrable experience using statistical software for data analysis
  • Experience using statistical methods to analyze data and evaluate program impact
  • Technical report writing skills
  • Experience with creative and innovative data visualization
  • Ability to set and prioritize workload develop a work plan with tasks time frames milestones resources
  • Knowledge of the Equal Pay for Equal Work Act and its impact on compensation and compensation analysis
  • Prior human resources experience
  • SPCP in Job Evaluation
CONDITIONS OF EMPLOYMENT
  • All positions at HCPF are security-sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinarily terminated resigned in lieu of disciplinary termination or negotiated their termination from the State of Colorado must disclose this information on the application.
  • This is a term-limited position with funding through 12/31/2026. Successful candidates will sign a Waiver of Retention Rights and normal personnel rules regarding retention will not apply. Additional information regarding term-limited positions can be foundhere.

This form must be completed and delivered to the State Personnel Board by email atwithin ten (10) calendar days from your receipt of notice or acknowledgment of the Departments action.

The comparative analysis process will consist primarily of a review of applications against the minimum and preferred qualifications of this position. Depending on the size of the applicant pool additional selection processes may be utilized to identify a top group of candidates. Applicants will be notified of their status via email.
