Temporary Payroll Administrator - 1.0 FTE

Roles and Responsibilities:
1. Full-Cycle Payroll & Pension Administration
1.1. Prepare and process monthly payroll for all Division staff both certificated and non-certificated.
1.2. Verify the accuracy of timesheets and accumulated overtime in accordance with employment standards and collective agreements.
1.3. Administer payroll adjustments and monitoring for leaves mid-cycle starts and summer payouts.
1.4. Benefit deduction management on payrolls.
1.5. Calculate and reconcile ATRF and ATA contributions; process monthly remittances.
1.6. Manage SIPP and SERP programs and payments.
1.7. Process payments for the early retirement plan.
1.8. Administer employee RRSP and pension plans and prepare related year end audit documentation.
1.9. Prepare ROEs T4s and CRA deduction remittances. Ensure T4As are created and submitted.
1.10. Manage the fiscal year-end process for payroll as well as the calendar year-end process in the ERP system.
2. Compliance & Reporting
2.1. Assist in internal audits providing supporting documentation as required.
2.2. Prepare working papers for external audits.
2.3. Ensure statutory reporting compliance with external agencies including Service Canada WCB and CRA.
2.4. Maintain accounting controls by adhering to Division policies and procedures.
3. Advisory & Communication
3.1. Act as a resource for employees regarding payroll inquiries.
3.2. Provide guidance to senior administration on payroll and employment matters.
3.3. Draft correspondence for staff or third parties such as letters of experience and employment verification.
4. Continuous Improvement & Support
4.1. Identify and implement strategies to enhance payroll efficiency specifically targeting the transition to paperless workflows.
4.2. Regularly review refine and update payroll procedures to ensure accuracy and timeliness.
4.3. Support Finance Team operations by performing other duties as assigned.

6. Performance Evaluation
6.1. The Assistant Secretary-Treasurer will annually evaluate the performance of the Payroll Administrator.
6.2. The evaluation process is objective and fair and based on the performance responsibilities as outlined in this role description.
6.3. The Assistant Secretary-Treasurer and the Payroll Administrator will both approve the completed performance evaluation by signature.
