Description of Work

DNCR Human Resources is searching for an action-oriented leader with great attention to detail and superior analytical skills to join our team! The primary purpose of the Classification and Compensation Manager is to provide HR leadership through program development and management in the areas of classification and compensation for the Department of Natural and Cultural Resources (DNCR). The Classification and Compensation Manager functions as a subject matter expert in classification and compensation organizational management and HR data analytics. The Classification and Compensation Manager provide DNCR with high level interpretation and guidance of laws rules and policies associated with the assigned functional areas. The Classification and Compensation Manager will supervise two (2) Agency HR Consultant IIIs and will provide technical guidance and training to other HR staff.

Key Responsibilities
Position is responsible for consulting with all levels of management employees and other personnel staff members regarding a wide variety of personnel policies and issues including classification position and organizational design salary administration position description writings minimum education experience and training requirements special entry rates labor market considerations and wage and hour exemptions.
Position manages and maintains the classification system for the DNCRs positions in accordance with the states classification system and OSHR.
Position serves as the classification and compensation program manager for the agency. Work involves evaluation of the classification structure for all occupational groups assigned to DNCR. Position leads departmental work groups to consider classification needs within the current classification structure. Position determines proper classification of positions ensuring appropriate comparison to the class concepts and other positions and documents analysis for position history purposes. Position is responsible for project and task assignments for classification requests.
Position is responsible for analyzing and forecasting resource needs and formulates cost analyses and works with the budget staff to assist in developing and implementing salary administration plans classifications studies recruiting plans and in assessing the number of Full Time Equivalents (FTEs) needed to meet demands and adjust to new responsibilities and tasks.
Position ensures all data is consistent valid and reliable. This is accomplished through numerous audits on various details. Position approves all Organizational Management (OM) actions at the Agency level in the Beacon workflow process.
Position provides training to DNCR HR staff on proper use of data elements to ensure data integrity and proper use of the system. Position may review or as necessary prepare OM spreadsheets for mass processing via Best Shared Services (BSS).
Position manages the Workday System (job descriptions) and Sign-on & Retention Bonus program.
Position provides daily supervision. Position guides the work performed by subordinates in meeting the workload demands in functional areas as well as reviewing and assigning projects.

  • Demonstrated experience thinking analytically and exercise judgment and discretion in resolving compensation and/or recruitment and selection practices and/or procedures.

  • Demonstrated experience establishing and maintaining effective working relationships with all levels of the workforce.

Position/Physical Requirements

Minimum Education and Experience

Bachelors degree typically in Human Resources

or

Related field from an appropriately accredited institution and at least 5 years of experience in human resources including 2 years of experience in an HR leadership position

Equivalent combination or education and experience

The Human Resources Office (HR) provides comprehensive human resources and safety services to all divisions throughout the agency. Current staffing is over 2200 positions plus seasonal/supplemental staffing. The core services include policy administration employee relations staff development benefits classification and compensation recruitment and retention salary administration diversity and inclusion performance management safety and wellness. The HR office supports the mission of the agency by providing policy interpretation processes and staff development opportunities in all aspects of HR. The HR office strives to create efficient processes and services that utilize technology to enhance the processes and benefits available to employees as well as expand staff development.

Employee eligible for a sign-on must work at least 20 hours per week.
