Job Description
To serve as a professional staff employee of the Indiana State Police whose primary responsibility is to provide leadership and oversight of legal staff as well as legal assistance to Department Commanders and personnel.
Job Duties
Responsibilities
- Provide legal guidance and administrative oversight to Legal Office personnel.
- Monitor performance and established performance metrics within the Legal Office.
- Contribute to policy development and implementation.
- Provide legal information to Department Commanders and personnel concerning legal matters such as criminal and traffic law enforcement procedures civil liability matters administrative investigations pre-trial trial and post-trial judicial proceedings.
- Inform advise and assist Department personnel in substantive and procedural due process areas.
- Conduct legal research on current case and statutory law.
- Serve as a liaison between the Department the Office of the Indiana Attorney General and various other members of the criminal justice system.
- Provide legal training to Department personnel and other criminal justice system members.
- This role may provide direct supervision for one or more staff members and/or attorneys.
Duties
- Oversee and manage performance of Legal Office personnel including attorneys paralegals and professional staff members.
- Collaborates with supervisory staff to coordinate training of new personnel and monitoring learning progress including providing advice and guidance to staff.
- Coordinate scheduling and administrative staffing requirements.
- Answer legal inquiries from Department Commanders and personnel.
- Review outgoing legal correspondence upon request of Department Commanders.
- Process initial claims on Department litigation as required.
- Draft discovery responses on Department litigation to assist the Office of the Attorney General.
- Conduct and review complex legal research on current case and statutory law.
- Draft legal opinions memorandums and search warrants.
- Assist other criminal justice agencies within criminal procedure inquiries.
- Consult prosecutors regarding criminal investigations.
- Conduct civil liability investigations.
- Assist the Attorney General including court appearances on behalf of the State of Indiana.
- Draft legislation on behalf of the Department for submission to the State Legislature.
- Draft enforcement aids applicable to current criminal law and law enforcement procedures.
- Serve as a liaison between Department Commanders personnel and prosecutors.
- Provide legal assistance in Department criminal investigations.
- Formally instruct in law enforcement related areas.
- Serve on interview committees.
- Make legal recommendations concerning policy personnel and disciplinary matters.
- Keep the Chief Legal Counsel or designee apprised of problem areas requiring specialized attention.
- Perform other duties as required.
Job Qualifications
- Graduate of an accredited law school.
- Must possess a valid Indiana drivers license.
- Member of the Indiana Bar.
- Undergraduate degree.
- Admitted to the practice of law in the State of Indiana.
- Knowledge of state and federal administrative criminal and applicable civil law.
- Thorough knowledge of traffic criminal administrative and civil liability law.
- Thorough knowledge of the Standard Operating Procedures Rules and Regulations.
- Ability to analyze complex problems and make logical decisions.
- Ability to communicate effectively both verbally and in writing.
- Ability to maintain high level of confidentiality due to the sensitive nature of assignments.
- Experience in supervision is desired.
