Our initiatives strive to strengthen and support the maternal and child health system of care to ensure the availability and accessibility of high-quality preventive primary and specialty care services. The state of Marylands Title V program is funded through the Maternal and Child Health Block Grant of the Health Resources Services Administration (HRSA) and is housed within the Prevention and Health Promotion Administration (PHPA) Maryland the Title V Block grant forms the basis for numerous Maternal and Child Health (MCH) programs. MCHB works in conjunction with various organizations offices and state agencies to executive initiatives aligning with the grants goals and objectives.

Main Purpose of Job
The Title V Maternal and Child Health Program Manager provides leadership managerial oversight strategic planning and policy development and analysis for the Maternal and Child health programs and initiatives including Title V States Action plan development of the MCH Workforce Development strategy development of the Title V MCH Block Grant application and annual report process with the United States Health Resources & Services Administration (HRSA).
This position reviews the federal grant requirements of the Title V application and annual report attends application technical assistance webinars and asks question(s) to the HRSA Project Officer when question(s) arise. The position is the lead for the States Title V action plan. The Title V Maternal and Child Health Program Manager coordinates across offices and programs to receive inputs and drafts content for the Title V application and report aligned with the State Action Plan national/state performance measures evidence-based/informed strategy measures. The Title V MCH Program Manager Coordinates the grant application and annual report process including developing a project work plan establishing timelines assigning tasks to responsible parties and ensuring adherence to all deadlines and audit findings. The Title V MCH Program Manager is responsible for coordinating the associated files in a shared drive or Google drive folder for team access. The Title V MCH Program Manager works in collaboration with the MCHB/PHPA Fiscal team to complete the financial reporting forms.
The position leads monthly program meetings with MCHB staff to coordinate Title V activities with the federal and general-funded Title V programs including drafting the agenda and coordinating speakers when applicable. The Title V MCH Program Manager works in partnership with the MCHB/PHPA Fiscal team to monitor federal and generally-funded spending of the grant on a monthly basis and plans mitigation strategies for expected over/under spending. This position is responsible for reviewing 24 local health department programs and fiscal quarterly and annual reports. The Title V MCH Program Manager meets with the grantees at least quarterly to provide Statewide updates technical assistance and share program learning and data across sites. This position also meets at least monthly with the State Systems Development Initiative Epidemiologist to review Title V performance measures. The position will also lead the design of the development of a Title V data collection system.
This position will develop a workforce development strategy for the state of Maryland to support pathways into MCH public health and increase capacity to address inequities. The MDH is committed to increased investment in the recruitment education and deployment of physicians nurses doulas and community health workers to provide comprehensive support for individuals throughout the stages of pregnancy delivery and postpartum. The Title V MCH Program Manager will collaborate with internal and external stakeholders recommend policy changes design training programs and ensure a diverse and competent addition this position will lead core meetings and work with members within the state and the National MCH Workforce Development Center to build workforce development resources. This position will coordinate for the Bureau interns and rotators by maintaining the SOP for the Bureau.
This position will also lead the procurement process of other MCHB grants and contracts as assigned.
MINIMUM QUALIFICATIONS
Qualified candidates must possess a Bachelors degree from an accredited college or university and six years of health or human services administrative or professional experience including three years at a supervisory or managerial level. A Masters degree from an accredited college or university will substitute for one year of the general experience and a Doctorate will substitute for two years of the general experience. Additional experience will substitute on a year-for-year basis for the college degree.
DESIRED OR PREFERRED QUALIFICATIONS
Desired candidates should possess the following:
- Knowledge of maternal and child health programs policies and federal Title V regulations.
- Experience managing federally funded public health programs including budgeting reporting and compliance.
- Strong skills in program planning implementation and evaluation.
- Ability to coordinate and collaborate effectively with local health departments community partners and stakeholders.
- Experience providing technical assistance and guidance on evidence-based practices.
- Strong data analysis and quality improvement skills to support program decision-making.
- Excellent communication leadership and team management abilities.
