Office of Management and Finance
The Office of Management and Finance (OMF) oversees the agencys fiscal operations budgeting procurement and contracts human resources and other key administrative functions. We provide the internal support and oversight needed to ensure efficient accountable and transparent agency operations. OMF does not deliver direct services to the public.

This position is responsible for the overall organization planning direction and coordination of compliance reviews for three statewide programs within the section: Corporate Billed Accounts (CBA) the LaCarte/P-Card Program and the Travel Card Program. The incumbent serves as the primary Program Administrator for the CBA P-Card and T-Card programs and as the lead Administrator for the Purchase Requisition System. These programs are utilized by agency personnel on a statewide basis.

Minimum Qualifications

Seven years of experience in procurement contracts or grants management financial management accounting or auditing; OR

Six years of full-time work experience in any field plus four years of experience in procurement contracts or grants management financial management accounting or auditing; OR

A bachelors degree plus four years of experience in procurement contracts or grants management financial management accounting or auditing; OR

An advanced degree plus three years of experience in procurement contracts or grants management financial management accounting or auditing.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB) a Certified Public Procurement Officer (CPPO) or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties and Other Information

Job Details:

  • This position Supervises professional procurement activities for the agency and ensures that subordinates use the appropriate method of procurement in accordance with state laws and regulations. This position may act as Director in his/her absence.
  • Oversees complex procurement activities to include development of specifications for invitation to bid (ITB) projects for Janitorial Services Armed Guard Security Services Records Storage Module Furniture including design and installation Lawn Maintenance Services and minor renovation projects.
  • Directs staff responsible for travel booking and arrangements.
  • Manages/oversees compliance by conducting routine daily audits of all transactions for the LW P-card/CBA and T-card programs.
  • Serves as a subject matter expert to provide information and communicate effectively with senior management and statewide staff
