Job Summary

Fahrenheit Advisors has been retained by our client The Virginia Retirement System (VRS) to assist them in a search for a Deputy Chief Financial Officer to join their team.

The Virginia Retirement System (VRS) an independent state agency is seeking a Deputy Chief Financial Officer (DCFO) to join its Finance leadership team. Ranked as one of the largest public pension funds in the U.S. VRS serves over 803000 members retirees and beneficiaries delivering retirement benefits and fostering financial stewardship. The DCFO will report to the CFO and play a crucial role in overseeing accounting fiscal operations and strategic financial management.

Key Responsibilities:

  • Partner with the CFO to provide strategic and operational leadership for the Finance Division driving efficiency effectiveness and service excellence.
  • Oversee core financial operations including financial reporting accounting cash management payroll investments and benefit-related disbursements ensuring compliance with GAAP GASB and applicable regulatory standards.
  • Ensure the integrity of financial systems internal controls and reporting processes while advancing automation data visibility and continuous process improvement.
  • Lead and support agency-wide and statewide financial initiatives providing project leadership performance tracking and implementation oversight.
  • Analyze and translate complex financial legislative and policy information into clear insights that support executive decision-making.
  • Collaborate across departments to strengthen fiscal management practices and improve business operations while maintaining financial integrity.
  • Advise leadership on the financial impact of policy legislative and administrative changes and support successful implementation.
  • Build lead and develop high-performing teams by promoting accountability professional growth and a culture of service excellence.
  • Represent the Finance Division in meetings with internal leaders external partners and government stakeholders and deliver presentations on financial operations as needed.

Qualifications Include:

  • Bachelors degree in accounting Finance or related field; CPA license required.
  • At least 10 years of progressive experience in finance and accounting including 3 years in senior-level finance management.
  • Strong knowledge of GAAP and internal controls with understanding of GASB standards.
  • Proficiency in MS Office Suite and ERP systems (e.g. Microsoft Dynamics 365).
  • Excellent organizational communication and interpersonal skills with a capacity to build effective working relationships across leadership and staff.

Preferred Qualifications include:

  • Advanced degree in finance accounting or related field.
  • Experience in public pension systems government or customer-oriented financial organizations.
  • Familiarity with VRS programs and services is advantageous.
