The position objective is to support efficient compliant and data-driven procurement operations by managing procurement systems analyzing operational performance and implementing process improvements that enhance purchasing effectiveness supplier management and cost control. This position is responsible for optimizing procurement processes systems and data to ensure efficient compliant and cost-effective purchasing operations. This role supports the universitys procurement function by administering and optimizing procurement systems analyzing operational data and improving purchasing processes to ensure compliance with university policies state and federal regulations and best practices while promoting efficiency transparency and responsible stewardship of institutional resources. Works closely with the Procurement Director and Associate Director to ensure consistent compliant and efficient procurement operations through effective system management data analysis and process optimization. Overall this position is an expert level role that provides strategic and advanced support for procurement systems and operations applying specialized knowledge to analyze complex data improve processes ensure compliance and support institutional goals.

Virginia State Universitys Office of Procurement Services is seeking a Procurement Systems & Operations Analyst to support efficient compliant and data-driven procurement operations. This position is responsible for administering and optimizing procurement systems such as eVA Banner Finance OpenGov Power BI Tableau and SharePoint; analyzing operational data; developing dashboards and reports; monitoring system integrations; maintaining data integrity; supporting vendor and user management; and identifying opportunities for process improvement and cost savings. The role also provides training and technical support to campus users communicates system and policy updates serves as a liaison to external procurement partners (including DGS and VASCUPP) maintains procurement-related web content and supports reporting requirements such as SWaM and VASCUPP data submissions.

The ideal candidate will hold a bachelors degree in business administration Finance or a related field with strong analytical communication and technical skills. Preferred qualifications include experience with eVA or ERP systems public sector or higher education procurement proficiency in tools such as Power BI Tableau Excel SQL or Oracle and a Virginia Contracting Associate (VCA) certification or the ability to obtain one within one year.

Minimum Qualifications

The ideal candidate will hold a bachelors degree in business administration Finance or a related field with strong analytical communication and technical skills. Preferred qualifications include experience with eVA or ERP systems public sector or higher education procurement proficiency in tools such as Power BI Tableau Excel SQL or Oracle and a Virginia Contracting Associate (VCA) certification or the ability to obtain one within one year.

Additional Considerations

Bachelors degree in business administration or finance or related field.

Preferred experience working with electronic Virginia (eVA) or progressive procurement experience.

Public procurement experience preferably in higher education or government.

Preferred recognized purchasing certification in Virginia Contracting Associate (VCA) or within one year.
