The Administration for Childrens Services (ACS) protects and promotes the safety and well-being of children and families through child welfare and juvenile justice services and community supports. ACS manages community-based supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child juvenile justice ACS oversees detention placement and programs for youth in the community.
The Division of Child and Family Well-Being (CFWB) works to ensure families and children have the critical supports they need to thrive and exercise self-determination. CFWB leverages concrete resources stakeholder relationships and community and family strengths to drive toward greater equity and social justice reduce disparities and disproportionality - including in the child welfare system - and create conditions that foster well-being for families and children across New York City. Our work includes the provision of child care assistance; support for caregivers and child-serving professionals to prevent child injury; and investment in community-based approaches.
The Office of Strategy Research and Provider Partnerships (SRPP) in the Division of Child and Family Well Being (CFWB) at ACS consists of four teams that manage ACSs Family Enrichment Centers and PromiseNYC programs and lead strategic analytical and data-driven collaborative portfolios of work to support CFWB offices programs and policies. The teams include FEC Program Management (FEC PM) Child Care Data Management (DM) Strategy and Research (SR) and Program Sustainability and Improvement team (PSI).
The FEC Program Management team oversees the development and implementation of 30 contracted Family Enrichment Centers citywide providing budget management coaching and technical assistance to contracted staff at each FEC to ensure it is implemented with high quality and alignment with the Model Standards.
Family Enrichment Centers (FEC)
In 2017 The Administration for Childrens Services launched three Family Enrichment Centers (FEC). As of January 2026 there are 30 FECs across the five boroughs of New York City all in varying stages of implementation some have been open and operating for several years; others are in a start-up phase working to hire and train staff engage community members to design and renovate their sites conduct outreach and provide in-person and virtual offerings. FECs are welcoming walk-in family- centered spaces open to all that are co-designed with community members. At the centers families and children can connect with neighbors volunteer their time participate in various offerings and access resources and supports they feel they need to July 2025 our contract with the thirtieth and final FEC will begin.
The Manager ACS Family Enrichment Center (FEC) Program Management team oversees an assigned portfolio of contracted Family Enrichment Centers and serves as the primary liaison between ACS and contracted provider organizations. The Manager supports high-quality community-centered implementation of the FEC model by balancing contract oversight technical assistance relationship management and continuous learning in alignment with the FEC Model Standards and ACS expectations.
Key Responsibilities:
1. Contract Oversight & Accountability
- Manage an assigned portfolio of FEC contracts and serve as the primary ACS point of contact
- Monitor provider alignment with FEC Model Standards contract requirements and deliverables through the implementation of the Program Management Teams data/information collection analysis and reporting systems and tools
- Review provider reports workplans and corrective action plans; identify risks and implementation gaps
- Document performance concerns and elevate issues to Directors with clear analysis and recommendations
- Review and approval of annual budgets budget modifications and invoices through the Citys PASSPort Portal
2. FEC Model Implementation & Technical Assistance
- Provide ongoing coaching and technical assistance to contracted FEC Directors and leadership staff
- Support translation of FEC Model Standards into contracted providers daily practice policies staffing and programming
- Conduct regular site visits (announced and unannounced) to assess implementation quality and fidelity
3. Relationship Management & Cross-Team Coordination
- Build strong strength-based accountable relationships with contracted providers grounded in clarity and trust
- Communicate ACS guidance expectations and feedback clearly and consistently
- Navigate challenging conversations with professionalism and cultural humility
- Coordinate with internal ACS teams (e.g. PSI Training Division of Finance Law) to support provider needs
4. Continuous Improvement Analysis & Documentation
- Use varied methods in data collection and analysis observation and provider input to assess trends and inform recommendations
- Contribute to system-wide learning model refinement and quality improvement efforts
- Maintain timely documentation of site visits technical assistance trends in ongoing check-in meetings and key decisions
- Prepare concise summaries and briefings for Directors and leadership

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.
