Job Summary

ABOUT THE OFFICE: The Mayors Office of Criminal Justice (MOCJ) advises the Mayor and First Deputy Mayor on criminal justice policy and is the Mayors representative to the courts district attorneys defenders and state criminal justice agencies among others. The office designs deploys and evaluates citywide strategies to drive down crime reduce unnecessary arrests and incarceration and improve the systems fairness. MOCJ works with law enforcement and city agencies non-profits foundations and others to implement data-driven strategies that address current crime conditions prevent offending and build the strong neighborhoods that ensure enduring safety.
ABOUT THE ROLE: The Chief Data Officer (CDO) provides executive leadership strategic direction and governance oversight for enterprise data management across the Mayors Office of Criminal Justice (MOCJ). Focusing on the intersection of policy compliance and data infrastructure development the CDO is responsible for developing and implementing comprehensive data strategies that enable evidence-based policymaking operational efficiency transparency and equitable criminal justice outcomes across New York City.
This role ensures that MOCJ data infrastructure governance frameworks privacy protections and analytical capabilities support the agencys mission to reduce crime and incarceration while advancing fairness accountability and cross-system coordination.
The CDO works collaboratively with New York City public safety agencies oversight entities and internal MOCJ units including but not limited to the Office for the Prevention of Hate Crimes (OPHC)the Office of Special Enforcement (OSE) and the Assigned Counsel Plan (ACP) to develop secure scalable and legally compliant data-sharing frameworks that modernize how New York Citys criminal justice stakeholders access analyze and apply data.
Key Responsibilities include but are not limited to:
-Enterprise Date Strategy & Governance
-Lead the development and execution of MOCJs enterprise data strategy ensuring alignment with agency priorities City Charter responsibilities and community and public safety initiatives
-Oversee the full lifecycle of agency data including collection integration storage analysis dissemination and archival
-Establish and implement standardized data governance policies procedures and quality assurance protocols across all MOCJ units
-Develop and maintain data management frameworks that promote consistency transparency and accountability across agency operations.
-Privacy Compliance & Legal Oversight
-Establish comprehensive data privacy policies governing data collection processing storage and sharing practices
-Ensure compliance with applicable federal state and local data protection laws regulations and data sharing agreements
-Partner with MOCJ General Counsel and the Citys Chief Privacy Officer to develop data use cases to ensure compliance with privacy and legal requirements
-Implement safeguards that promote data minimization purpose limitation and responsible data stewardship
-Monitor emerging privacy artificial intelligence and data governance regulations and integrate best practices into agency frameworks
-Citywide Data Collaboration & Integration
-Develop and maintain interagency data-sharing partnerships with New York City public safety agencies and external stakeholders
-Lead development of citywide memoranda of understanding (MOUs) and data-sharing agreements that support coordinated community safety and criminal justice initiatives
-Advocate for and support the development of a citywide community safety and criminal justice data governance and steering committee
-Promote the development of centralized data warehouses data lakes and enterprise analytical tools supporting cross-agency insights and operational coordination
-Apply enterprise architecture principles to modernize data-sharing infrastructure and improve interoperability across community safety and criminal justice stakeholders
-Analytics Innovation & Policy Advancement
-Oversee advanced analytics initiatives that identify patterns trends and system performance indicators to inform policy and operational decision-making
-Translate complex datasets into actionable insights that support fair equitable and effective justice outcomes
-Promote responsible and ethical use of algorithmic and predictive analytics tools within the criminal justice ecosystem
-Integrate data-driven insights into agency strategic planning performance measurement and program evaluation
-Open Data & Transparency
-Manage MOCJs Open Data compliance and public transparency initiatives.
-Ensure data publication processes meet City requirements while maintaining confidentiality and privacy protections
-Develop reporting mechanisms that enhance public understanding of criminal justice performance and outcomes
Organizational Leadership
-Serve as MOCJs executive subject matter expert on data governance analytics and information management
-Build collaborative relationships with internal leadership and external stakeholders to promote data-informed decision-making
-Lead cross-functional teams and initiatives that strengthen data literacy accessibility and organizational data culture

Qualifications :

1. Do you have a baccalaureate degree from an accredited college or university

2. Do you have an associate degree from an accredited college or university along with two (2) years of experience with administrative analytic coordinative supervisory or liaison responsibilities

3. Do you have a four-year high school diploma or its educational equivalent approved by a states Department of Education or a recognized accrediting organization along with four (4) years of experience as described in question 2 above

4. Do you have a satisfactory combination of education and/or experience equivalent to that described in questions 1 2 and/or 3 above
