King County Road Services Division Engineering Section is looking for a Utility Coordination Engineer (Engineer III) to join our dynamic team! The successful candidate will serve as the primary Engineering Section liaison to Utility Companies coordinating utilities within Roads Capital Improvement Projects (CIP). King County is the local service provider for the roughly one quarter-million people who live in the unincorporated areas of the county; collectively these communities would be the second largest city in the state. The Department of Local Services includes a Directors Office and the Road Services and Permitting Divisions. Together this department provides a single executive point of accountability for delivering local services to all unincorporated areas. The King County Road Services Division designs builds operates and maintains roads and bridges in unincorporated areas of King County. Job Duties

Utility Coordination

  • Serve as point of contact between the Engineering Sectionand utility companies and their contractors on Capital Improvement Projects.
  • Support Project Managers by leading coordination with utility providers to identify and resolve utility conflicts including planning relocations protections or upgrades.
  • Review capital construction plans to identify potential utility conflicts
  • Ensure proposed utilities meet Road Standards codes laws franchise agreements and permits.
  • Inspect utility construction work required as part of Capital Improvement Projects to ensure compliance with the Road Standards and Utility Franchise Agreements.
  • Represent Engineering Section on task forces and work groups addressing utility and construction related matters as needed.
  • Participate as a member of the Engineering Section senior staff in a full range of design issues.
  • Review proposed utility construction plans to ensure they comply with the Road Standardsincluding state and federal regulations permits and utility agreements.
  • Other duties as assigned.

Technical Support: Road Services Division

  • Work with Design Staff to identify and resolve constructability issues on capital projects.
  • Review engineering constructability and related technical work products prepared by design engineers including digitally developed topographic maps site surveys specifications and plans.
  • Assessproject site conditions and develop conceptual and detailed utility relocation constructability designs.
  • Oversee utility relocation construction activities and assist in the development of utility restoration plans for road bridge drainage and emergency construction projects.
  • Support lessons learned for future projects.
  • Work with Maintenance Staff to address any road construction maintenance issues as needed.

Experience Qualifications Knowledge Skills

We are looking for candidates who have:

  • Bachelors degree in Civil Engineering or related field with increasingly responsible civil engineering experience or a combination of relevant education and experience that demonstrates ones knowledge of utility coordination construction and inspection.
  • Experience in reviewing road bridge drainage and stream improvement construction plans and specifications.
  • Demonstrated knowledge and experience working with WSDOT Standard Specifications and Construction Manual King County Road Standards and other applicable manuals.
  • Strong problem-solving skills and effective oral and written communication skills.
  • Ability to develop implement and maintain workload tracking systems.
  • Proven project delivery record
  • Strong conflict resolution and negotiation skills
  • Strong customer service ethic;
  • Strong computer and software skills includingMS Office MS Project and Adobe Pro or Bluebeam.

DESIRED QUALIFICATIONS

  • Professional Engineer (P.E.) license in the State of Washington or the ability to obtain one within 3 months of hire

REQUIREMENTS:
  • A valid Washington State drivers license is required
  • Employment will be contingent on the success of a pre employment physical examination

WORKING CONDITIONS:
  • Work performed in the office (home/assigned) and in the field. Work in the field may be performed under unfavorable weather conditions.
  • Must be able to safely negotiate and traverse steep slopes and to perform work in the field at a variety of construction sites which may require walking on uneven rocky or rough ground.
  • Must be able to work a variety of work hours including working nights and/or weekends when required.

INTERVIEW SCHEDULE: The first round of interviews for this position are scheduled to take place the week of March 2 2026.

WORK SCHEDULE: The typical work schedule for this position is 7:00 am 3:30 pm Monday Friday with occasional night and weekend work. This position is non-exempt from the provisions of the Fair Labor Standard Act and is eligible for overtime pay with prior supervisor approval.

EMERGENCY DESIGNATION STATUS:This position has been designated as: Non-Mission Critical - Employees who staff county functions or services that may be delayed suspended or diverted in an emergency while essential functions are prioritized Mission Critical. Unless otherwise directed by the County Executive department director or agency head all employees regardless of designation are expected to report to work or request leave during an emergency or inclement weather.

TELEWORKING REQUIREMENT:We will work in the office at least three days a week to foster connection and responsiveness arrive prepared and on time and structure meetings with clear goals and next steps.The work associated with this position will be performed by teleworking field work onsite work and meetings as needed. The employee will report to work either at King Street Center (201 S. Jackson Seattle WA 98104) and/or Renton Maintenance Facility (155 Monroe Ave NE Renton WA 98056). Employees must reside in Washington State and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
