The Senior Quantity Surveyor will be responsible for overall commercial and cost management of a large-scale residential development acting as the client-side commercial lead. The role includes cost planning tendering contract administration payment certification budget and cash flow control and commercial risk management from pre-contract through post-contract stages.
Key Responsibilities
Pre-Contract & Procurement
Prepare and manage cost plans feasibility estimates and master development budgets
Lead and manage tendering processes including:
Preparation of tender documentation
Tender queries and clarifications
Tender analysis commercial comparisons and recommendations
Support contractor and consultant selection and appointment
Advise on contract strategies and procurement routes suitable for large residential developments
Assist in negotiation and finalisation of contractual and commercial terms
Post-Contract & Commercial Management
Administer construction contracts (e.g. FIDIC-based contracts or equivalent)
Review and certify interim payment applications
Monitor and control project costs against approved budgets
Manage variations claims and change control processes
Assess and provide recommendations on contractual claims EOTs and cost impacts
Ensure compliance with contract provisions and commercial procedures
Financial Control & Reporting
Prepare and maintain project budgets and cost reports
Develop and update cash flow forecasts
Support revenue planning and financial reporting in coordination with finance teams
Monitor commitments forecasts and final account projections
Provide regular commercial reports to senior management
Risk & Stakeholder Management
Identify and manage commercial risks and opportunities
Provide commercial advice to project design and development teams
Liaise with contractors consultants and internal stakeholders
Support audits and ensure proper commercial governance and documentation
Qualifications & Experience
Bachelors Degree in Quantity Surveying Construction Management or related discipline
Minimum 1015 years experience in quantity surveying / commercial management
Proven experience on large-scale residential or mixed-use developments
Strong developer-side or client-representative experience preferred
Sound working knowledge of FIDIC contracts and contract administration
Experience in the Middle East (preferably Saudi Arabia) is highly desirable
Professional membership (RICS or equivalent) is an advantage
Skills & Competencies
Strong commercial and contractual acumen
Excellent cost planning budgeting and financial control skills
High proficiency in Excel and cost management systems
Strong negotiation and communication skills
Ability to work independently and lead commercial matters
Structured detail-oriented and commercially pragmatic approach
experience in Saudi Arabia is a must as well as be national or foreign with existing valid transferable iqama. Preferably Riyadh residence.
