This position is located in the Executive Directors Office of the Colorado Department of Natural Resources. The work unit exists to guide and supervise the activities of the eight Divisions within DNR in the development preservation and enhancement of Colorados natural resources for the benefit and enjoyment of its citizens both now and in the future.

The Human Resources Office (HRO) provides professional and technical human resources services for the Department and its six divisions. The Department includes approximately 1500 FTE and 1000 temporary employees. The HRO functions include employee selection job evaluation/compensation benefits administration Americans with Disabilities Act As Amended (ADAAA) employee wellness and safety leave management training workforce development performance management employee relations labor relations risk management personal services agreements records management and consultative services. The HRO ensures that human resources activities are administered in compliance with constitutional and statutory provisions as well as rules and procedures promulgated by the State Personnel Board.

This position is in the Human Resources Office (HRO) in the Executive Directors Office (EDO) of the Colorado Department of Natural Resources (DNR). The Human Resources Office provides professional and technical human resources services for the Department and its seven divisions. The Department includes approximately 1500 full-time employees and 1000 temporary employees. OPEN ONLY TO CURRENT RESIDENTS OF COLORADO

This position is responsible for delivering quality human resources services in the Department of Natural Resources and its divisions. Performs professional and technical human resources work required to select employees allocate positions implement personnel rules and share information and advice on human resources issues and to participate in the development/modification of departmental human resources plans and programs. This position works in partnership with DNR EDO and Division managers to understand business needs and to tailor advice and assistance to meet those needs.


Position Information:

Performs professional and technical human resources work required to select employees allocate positions implement personnel rules and share information and advice on human resources issues and to participate in the development/modification of departmental human resources plans and programs.

Duties and responsibilities include but are not limited to:
  • Conducts recruitment and selection activities with independence and autonomy.
  • Performs professional and technical human resources work required to select employees implement personnel rules and share information and advice on human resources issues and participates in the development/modification of departmental human resources plans and programs.
  • Performs job analysis analyzing/implementing recruitment strategies writing job announcements developing and evaluating assessment devices (comparative analysis) creating assessment plans conducting assessments evaluating/addressing adverse impact of assessments screening applications advising applicants and appointing authorities during the process communicating with applicants and defending any and all assessment processes.
  • Advises appointing authorities on laws and personnel rules applicable to contemplated actions.
  • Evaluates positions for classification which includes the creation and/or allocation of both vacant and encumbered positions.
  • Applies laws rules policies and procedures in order to accurately process personnel actions for assigned agencies.
  • Manages and administers various special projects with sound business practices as assigned by the Human Resources Director.

Experience Only:

Six (6) years of relevant experience inWorkforce Development Human Resources Management Business Administration Public Administration Humanities Psychology Human Services Organizational Management or a field closely related to the job assignment.

Education and Experience:

A combination of related education and/or relevant experience inWorkforce Development Human Resources Management Business Administration Public Administration Humanities Psychology Human Services Organizational Management or a field closely related to the job assignment.equal to six (6) years.

Preferred Qualifications:
  • Prior State or other Governmental HR experience.
  • Prior Government Selections/Recruiting experience.
  • NeoGov experience.
  • Experience and familiarity with CPPS and Kronos or other HRIS and Payroll software systems.
  • Familiarity with and experience applying laws regulations and best practices applicable to hiring and recruitment.
  • Proficiency in Google Suite.
  • Proficiency in Microsoft Word and Excel.

  • Pursuant to theDNR-120 Fleet and Driving Standards Administrative Directive any worker who will be expected to drive a State-owned vehicle is responsible for maintaining a safe driving record and a valid driver license prior to driving any State-owned vehicle.

    To be compliant with the new fleet vehicle policy Motor Vehicle Records (MVRs) will be pulled for review for workers who:

    • Have an assigned State fleet vehicle

    • Are required to operate a vehicle as part of the position

    • Utilize a State fleet vehicle as a pool vehicle
