Description of Work

This is an anticipated vacancy

This is a supervisory level position in the Division 6 Right of Way Unit to assist the Division Right of Way Agent/Real Property Supervisor I in directing the daily goals and responsibilities of the Division. This position is responsible for the negotiation of more complex or specialized projects requiring higher level analytical problem solving negotiation and communicative skills. The Right of Way Unit is accountable for the acquisition of all necessary Rights of Way and Easements needed for the construction and/or improvement of all highway projects on the state highway system. Right of Way acquisition is the last activity to occur between the completion of design for highway projects and the letting of a project to complete our contract for construction. A Right of Way certification is required before project construction funding can be requested and released. Some other duties of Real Property Agent II are assisting the Division Right of Way Agent carrying out right-of-way acquisition functions on Primary right-of-way roads within the Division and providing supervision and technical assistance to the right-of-way staff regarding negotiations relocations plan changes property management and right-of-way policies and procedures. This position reviews and approves right of way claim reports for members of the staff; as well as reviews approves and submits settlement and condemnation final reports as needed. Other duties of this position also ensure that claim closings are completed in accordance with office procedures and the monitoring tracking schedules and workloads within the Right of Way office are on target to ensure timely right of way acquisition completion and project letting.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC16 $57983 - $101470

Management prefers applicants with the following:

  • Experience in negotiations and relocation including a thorough knowledge of the uniform Relocation and Real Property Act as it relates to right of way relocations.
  • Knowledge of plan reading and experience in project management.
  • Experience in preparing and researching legal instruments and public records.
  • Experience drafting deed descriptions and measuring right of way areas
  • Demonstrated ability to explain right of way concepts and procedures via written communication.

Minimum Education and Experience

Masters degree from an appropriately accredited institution and (1) one year of experience in the development appraisal or brokerage of commercial and/or industrial real estate; or

Bachelors degree from an appropriately accredited institution and (3) three years of experience in the development appraisal or brokerage of commercial and/or industrial real estate; or an equivalent combination of training and experience.
