Job Summary

Project: Wastewater Enterprise Collection System Program

Under the direction of the Project Management Bureau Manager Deputy Bureau Manager and the Wastewater Capital Program Director the Project Manager IV (PM IV) is responsible for overseeing and implementing a series of phased capital improvement projects in the area of Collection System Improvements Flood Resilience Green Infrastructure (GI) and Collection System Repair and Replacement for the Wastewater Enterprise of the San Francisco Public Utilities Commission (SFPUC).  These projects are part of SFPUCs Wastewater Enterprise Capital Improvement Program (WWCIP).

The projects in the Collection System Program will provide additional stormwater protection and system redundancy for more reliable wastewater/stormwater collection storage and conveyance thus allowing the SFPUC to better protect public health and safety and address localized flooding during heavy rain events.

SFPUC combined sewer system will become more robust and reliable as projects are completed to repair replace and upgrade the aging sewer system infrastructure and pump station facilities.  In addition the construction of larger capacity all-weather tunnels transport structures and pipelines will increase/improve flow conveyance and storage alleviating chronic flooding in localized areas.  These collection system flood resiliency and green infrastructure projects will greatly improve the SFPUCs stormwater management and control and encourage stormwater diversion and reuse.  Improved conveyance and storage likely also result in reduced combined sewer discharges to recreational beaches and other sensitive shorelines.  

Flood Resiliency projects have been proposed to mitigate wet weather flows (i.e. Lower Alemany Stormwater and Folsom Area Stormwater).  Flows will be transported either west to the Oceanside Water Pollution Control Plant or east to Southeast Water Pollution Control Plant via the proposed improvements to mitigate historical flooding in several low-lying areas.

The GI projects involve the development and implementation of low impact design work for reduction of peak flows and reuse of stormwater.  Much of the effort will require coordination with other City departments and programs such as the Department of Recreation and Parks SF Unified School District the Better Streets Program and the GI Loans and Grants program. 

Collection System projects have been proposed to address aging infrastructures problems in the various areas throughout San Francisco.  These will be a combination of Large Diameter Sewers pump stations and force mains and combined sewer overflow structures improvements.

The PM IV will be responsible for several related projects supervising teams of project managers design engineers operations environmental planning communications project controls and construction staff.  Furthermore the PM IV will oversee the planning design and construction of the Interdepartmental Projects involving other City departments. 

Essential Functions:

The essential functions involved in the projects are as follows:

  • Determining the scope and breadth of the capital projects in the Program.
  • Conducting system analysis developing and evaluating technical alternative solutions and pipeline alignments. 
  • Siting and acquiring property or easements for interim and permanent facilities.
  • Procurement of the design environmental and construction management consultants
  • Leading hydraulic seismic and system modeling.
  • Overseeing the programmatic and project specific environmental review process. 
  • Managing detailed design and construction of the preferred project alternative.
  • Developing of project life-cycle costs and incorporating all systems into the Wastewater Asset Management Program.
  • Coordinating with residents neighborhood associations special interest groups and other stakeholders. 

Class 5508 performs other related duties as required.


Qualifications :

Minimum Qualifications:

  1. Possession of a bachelors degree in architecture engineering or planning plus eight (8) years of responsible architectural engineering or construction management experience experience; OR
  2. Possession of a bachelors degree in another field plus ten (10) years of responsible experience in a field directly related to the project; OR
  3. Twelve (12) years of architectural engineering or construction management experience in a field directly related to the project; OR
  4. Valid California Registration as a Professional Engineer or Architect plus four (4) years of project management experience.

One year of full-time employment is equivalent to 2000 hours. (2000 hours of qualifying work experience is based on a 40-hour work week.) Any overtime hours that you work above forty (40) hours per week are not included in the calculation to determine full-time employment.

Desirable Qualifications: The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

The candidate should have a bachelors degree in engineering or related fields a California professional engineers license and extensive proven experience preferably at a Senior Engineer (City classification 5211) level or project management experience at a PM III level (City classification 5506) on infrastructure sewer projects and other wastewater related capital improvement projects. 

Experience in Design Construction and Project Management disciplines related to Low Impact Design approaches combined sewer operations stormwater management and control and wastewater/stormwater hydraulics and hydrology pump stations and Wastewater R&R are preferred.

A candidate with PMP certification from the Project Management Institute is desired.
