DESCRIPTION OF DUTIES:

Treasury Specialist

Join us and help strengthen financial stewardship and operational excellence across PAHO

The Pan American Health Organization (PAHO) Regional Office for the Americas of the World Health Organization (WHO) is seeking a proactive analytical and solutionsoriented Treasury Specialist to support the strategic management of the Organizations banking investment liquidity and treasury operations. This role is central to safeguarding PAHOs financial integrity optimizing resources and ensuring efficient financial transactions that support the Organizations mission across the Region.

Under the general guidance of the Director Financial Resources Management (FRM) and the direct supervision of the Treasurer (FRM/FS) the selected candidate will:

  • Identify and implement best practices in treasury accounting and risk management.
  • Monitor and report on financial risks developing policies and continuity plans for treasury operations.
  • Lead cash and investment management activities including cash forecasting liaison with investment partners and preparation of reports.
  • Ensure compliance with investment policies guidelines and banking requirements across headquarters and country offices.
  • Maintain productive relationships with banking partners and support efficient payment execution reconciliation and account maintenance.
  • Oversee credit card program operations prepare financial notes for reports and perform other duties as assigned.

What is required for this position

Education

A bachelors degree in accounting business administration or finance from a recognized university.

Experience

Seven years of combined national and international experience in accounting and/or finance with at least two years of supervisory experience. Experience with International Public Sector Accounting Standards (IPSAS) or International Financial Reporting Standards (IFRS) required.

Languages

Very good knowledge of English or Spanish with a working knowledge of the other.

IT Skills

Demonstrated ability to effectively use a computer and utilize software programs such as Microsoft Office Word Excel PowerPoint Teams SharePoint and Outlook. Experience with complex ERP systems particularly regarding financial accounting and/or administrative operations. Other IT skills/knowledge of report writing or other data management tools such as Visio Access and Project would be an asset.

  • Knowledge of financial management best practices including accounting standards treasury operations and risk management.
  • Strong analytical skills for evaluating financial alternatives in investing banking and accounting transactions.
  • Ability to supervise teams effectively including team building training and performance assessment.
  • Ability to build and maintain collaborative relationships inside and outside the Organization to support banking and investment operations.
  • Excellent organizational and analytical skills with strong communication and interpersonal abilities to present information clearly and diplomatically.

Duration of Contract

Post of limited duration of one year. First-year probationary period.
