Job Summary

The core role of the AESyO is to support operational effectiveness and delivery of military capability by facilitating the physical security measures and by placing physical obstacles to protect specific security interests. These range from perimeter defences such as fences and lighting to security containers. He is responsible for personnel security measures and is to ensure that only reliable and trustworthy persons have access to protected information. He is responsible for security education and is to ensure that everyone who works for the MoD understands both the threat and their general responsibilities for countering it. The aim of security training is to ensure that individuals who have specific security responsibilities as part of their normal employment are properly trained in their security duties. Security procedures include advice on document handling control of access security checks and audits. These measures range from the Official Secrets Acts to Establishment Security Standing Orders.

PRIMARY PURPOSE

To assist the Establishment Security Officer (ESyO) in all aspects of his security duties so that the standards required by the JSP 440 NCSRs QRRNs and current instructions are maintained.

SUPERIORS

The AESyO is accountable to the ESyO.

AUTHORITY

The AESyO is authorised to:

  • Have direct access to the ESyO on Divisional and Security matters.
  • Brief and debrief personnel travelling to Restricted Tier 1 & 2 Countries to which security rules apply & Northern Ireland.
  • Brief and debrief personnel travelling to high risk countries with known active Foreign Intelligence Services (FIS).
  • Brief and take action on any matters arising from monthly Security Spot Checks.
  • Make broadcasts during working hours relating to immediate security matters.
  • Have functional authority over the Security Supervisor contractor employed by Mitie.
  • Liaise at the appropriate levels with other security organisations: Military Intelligence Special Branch Director of Naval Security MGS MPGS MOD Police Civilian Police Ships and Establishments and Civilian Authorities.

PRINCIPAL TASKS

  • Ensure that all counter-espionage and counter-terrorism measures are taken iaw JSP 440 and current instructions.
  • Oversee six-monthly accountable key rotations.
  • Oversee six-monthly safe combination changes.
  • Oversee Cerberus input to UKSV and the issue of SISYS passes.
  • Oversee the issue of vehicle passes.
  • Advise on road/car park closures and management.
  • Ensure that access-control complies with JSP 440.
  • Oversee collation and dispatch Public Military Events requests.
  • Report and conduct initial investigations security breaches of Protectively Marked Material buildings and perimeter.
  • Maintain the Security Log / Register iaw NCSR.
  • Draft documents/signals on security-related matters.
  • Act as the Assistant Establishment Counter Terrorist Officer.
  • Be the Assistant Security Liaison Officer for advice on CWD Open day.
  • Hold clearance of DV status.
  • Hold a DBS
