The Baltimore City Department of Housing and Community Development is seeking a Director of CDBG Finance for its Consolidated Planning Division. The Consolidated Planning Division is responsible for Baltimore Citys Consolidated Plan and Annual Action Plan for its four (4) HUD formula grants and directly administers the annual CDBG grant. The Director of CDBG Finance will work closely with the Deputy Commissioner and Assistant Commissioner to oversee all aspects of financial administration of CDBG grant. Strongly preferred candidates will possess a strong knowledge of budgetary and fiduciary principles and CDBG grant administration requirements. The candidate will have experience as a people manager with a track record in leading diverse teams developing talent and achieving organizational goals through effective communication and strategic guidance. Candidate must also possess strong financial analysis and problem-solving skills and be respond quickly to requests for information from leadership and other stakeholders.

Essential Functions

  • Direct management of the financial administration of the citys annual Community Development Block Grant award from HUD.
  • Setup and management of awards in HUDs Integrated Disbursement and Information System (IDIS).
  • Ensures timely spenddown of award funds and the liquidation and reprogramming of unused funds.
  • Coordinates closely with DHCD Office of Financial Accountancy and city Finance department staff to ensure effective overall administration of the CDBG grant.
  • Reports out to Deputy Commissioner Assistant Commissioner and other agency leadership as needed to address concerns and ensure activities are carried out in a timely uninterrupted manner.
  • Collaborates with Deputy Commissioner and Assistant Commissioner to develop and administer annual divisional budget.
  • Manages financial and compliance staff to ensure timely and accurate quarterly subrecipient grant reporting.

Minimum Qualifications

Education: Have a bachelors degree from an accredited college or university.

AND

Experience: Have four years of experience in performing budgetary fiscal accounting or grant work including one year of such supervisory responsibilities as disciplining evaluating the performance of and recommending the hiring firing and promoting of others.

Experience with CDBG or other HUD/Federal grants highly preferred.

OR

Equivalency Notes: A masters degree from an accredited college or university may be substituted for one year of the non-supervisory experience. Have an equivalent combination of education and experience. Non- supervisory experience or education may not be substituted for the required supervisory experience.

Knowledge Skills and Abilities

  • Possess and maintains extensive expertise of federal fiduciary and compliance requirements of HUDs CDBG formula grant program.
  • Knowledge of fiscal and budgetary principles and practices.
  • Knowledge of the principles and practices of grant administration.
  • Skill in developing and overseeing compliance with grant funding requirements.
  • Ability to develop budgetary and administrative procedures.
  • Ability to effectively analyze situations/scenarios and exercise critical thinking for determining next steps and making recommendations to the Assistant and Deputy Commissioners.
  • Ability to present recommendations and reports clearly and concisely.
  • Ability to speak and write effectively.
  • Ability to establish fiscal procedures and forms.
  • Ability to establish and maintain effective working relationships with associates officials.
  • Supervisory ability.
  • Knowledge of IDIS and Neighborly software is beneficial.

Background Check
Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening and must be successfully completed.


Probation
All persons including current City employees selected for this position must complete a 6-MONTH mandatory probation.
