As a Capital Finance Manager you will be responsible for the regular provision of our non-current asset register and monitoring in-year capital spend and asset additions future year planning and play a lead role in the Annual Report and Accounts Audit.
You will play a key role in producing robust monthly forecasting information and reporting our results using the new Oracle finance system (ERP). You will improve the financial capabilities of the organisation through engaging with stakeholders and developing and delivering tailored training across the organisation.

Responsibilities
Provide challenge of capital forecasts including on deliverability to budget holders through delivery of high quality financial reports and analysis on a regular basis to assure strong financial management and the effective use of public funds whilst delivering value for money.
Lead support and line manage finance colleagues to ensure delivery of team priorities while also providing support and guidance to direct reports; contributing to longer-term financial planning analysis and impacting on future year capital budgets.
Ensure compliance with relevant accounting and financial regulations including the Scottish Public Finance Manual (SPFM) specific regulations and accounting standards including IFRS 16.
Maintenance of our fixed asset register on Oracle ensuring this is accurate and up to date and regular updating of future years capital and depreciation positions.
Contribute to the Annual Report and Accounts process and liaise with external audit in the planning fieldwork and completion processes as well as capital asset transfers from Social Security Programme.
Input of reviewing Social Security Scotlands Capitalisation policy and regular review of ensuring accurate application during monitoring expenditure.

Working Pattern
