Engineer

As an Engineer and subject matter expert in ESPS the individual is responsible for evaluating and correcting operational issues of existing ESPS systems review of A/E and D/B submissions for new and retrofit ESPS policy development and guidance for the identification assessment management monitoring and control and operation and maintenance of ESPS and mandated cyclical servicing of ESPS to meet OSPB policy. Based on technical and business process knowledge the individual recommends to Alutiiq IMAP management and implements both sort-term compensatory measures and ultimate solutions. The individual is expected to make sound judgments reading safe economical and regulatory compliant operations based on thorough investigation understanding and knowledge of technical issues without significant input from management. The individual develops work assignments objectives and priorities and keeps Alutiiq IMAP management informed as to progress potentially controversial matter or far-reaching implications of the work. The individual plans and carries out assignments resolving most conflicts that arise coordinating the work with others as necessary

The individual preforms tasks that include but are not necessarily limited to the following:

Serves as expert on the interpretation of regulations studies new or modified regulatory requirements and agency objectives and engages with regulatory and permitting agency representatives to recommend formulating new or revising existing policies;

Provides technical advice and assistance to personnel in all areas of EPSP; provides general guidance and as needed reviews the activities projects and/or work of other personnel;

Conceptualizes work process control program;

Determines areas that need study and devises and plans efforts that thoroughly investigate those areas and develops and recommends new criteria practices techniques and guidelines for analyzing evaluating and monitoring work performance that create and maintain high quality efficient service and efficient service delivery;

Assists and advises the Alutiiq IMAP Management on matters pertaining to human factors work processes development and institutionalization of policy and standards and resource allocation needs to implement and advance EMS Program goals and objectives;

Maintains a thorough knowledge of ongoing and planned ESPS activities; ensures that work processes are conducted with the boundaries of the established authorization basis; and through participation in programmatic meeting involving short- and long-range planning as well as through problem identification and resolution ensure that management systems are effectively controlled and are implementing and advancing EMS Program objectives and goals;

Represent the EMS Program in working groups to generate plans guidance agreements and technical findings;

Participates in the investigation and review of events and conditions having facility operations or environmental safety and health considerations including independent investigation of incidents and issues; conducts follow-up to ensure corrective actions have been carried out; and recommends work process changes to prevent re-occurrence as needed;

Reviews and evaluates the adequacy of engineering design technical reports performance indicators resolution of management and technical issues prioritization of work and other technical and management efforts and documents to ensure consistency with good facility operating practices and disciplined operations; and conducts follow-up to ensure changes to resolve and inadequacies or weaknesses are implemented and documented;

Review and coordinates responses to EMS Program correspondence and inquiries related to ESPS to ensure they align with EMS Program goals and objectives;

Must currently have or be able to obtain and maintain Top Secret Clearance

Bachelors degree in Engineering

Mastery of a wide range of qualitative and quantitative analytical methodologies for the assessment and improvement of program effectiveness and the improvement of management processes and systems.

Comprehensive knowledge of quality assurance principles and methodologies sufficient to enable the contractor to conduct technical evaluations of all aspects of the management of facility systems design construction maintenance and operation activities.

Knowledge of DoS directives policies and procedures and other Federal regulations pertaining to project and program development integration funding prioritization and scheduling facility safety and health issues environmental protection and cost-effectiveness sufficient to enable contractor to ascertain compliance in all areas of operation.

Knowledge of DoS and OBO mission and functions as well as their programs polices and procedures and how their social political and technological systems work and operate effectively within them.

Thorough knowledge of DoS infrastructure structures facilities utilities equipment process and logistical requirements involved in existing and proposed operations programs and project proposals plans and concepts sufficient to enable the contractor to detect and evaluate potential risks to life and property and to identify current or potential process and safety deficiencies and recommend corrective measures.

Knowledge of principles methods and practices of program and project management including budget and resource control cost/benefit analysis business process reengineering risk management scheduling metric development/utilization for the evaluation of the efficiency and effectiveness of program operations management review and appraisal techniques an related analyses sufficient to enable the contractor to review and evaluate plans policies and propose d procedures necessary for implementation of operation policies and procedures provide authoritative guidance in these areas assess the quality and potential for success of efforts prioritize and integrate various projects and resolve complete project and program technical and management issues.

Demonstrated skill at working with internal and external customers (e.g. managers and staff of overseas posts other DoS and OBO organizations tenant agencies other USG agencies and industry groups.

Openness to change and new information and he ability to adapt behavior or work methods in response to new information changing conditions or unexpected obstacles and to deal effectively with ambiguity.
