Position Overview

We are seeking a Senior IT Project Manager to support a high-visibility Legacy Analytics Modernization initiative within a large public-sector environment. This role will play a critical leadership function in migrating legacy analytics and reporting platforms to modern data management and analytics solutions.

This position requires a seasoned project management professional who brings deep experience across the Project Management Lifecycle (PMLC) and Software Development Lifecycle (SDLC) demonstrates strong executive-level communication skills and can independently manage complex multi-stakeholder initiatives. The selected candidate will work onsite in Austin and report directly to the IT Data Analytics Support Director.

Level Description

This is a senior-level role requiring eight or more years of progressive IT project management experience. The successful candidate will rely on professional judgment and prior experience to plan execute and deliver complex initiatives with minimal oversight. A high degree of creativity autonomy and leadership latitude is expected.

PMP certification is required and must be active.Certification as a Scrum Master or other recognized project management credentials are considered a strong plus.

Key Responsibilities

Project & Program Leadership

  • Lead all aspects of assigned IT projects including scope definition planning budgeting execution monitoring documentation and closeout
  • Establish and maintain detailed project roadmaps timelines milestones and resource plans to ensure on-time and on-budget delivery
  • Oversee day-to-day project operations including Agile ceremonies such as sprint planning backlog grooming daily scrums reviews retrospectives and Kanban workflows

Stakeholder Collaboration

  • Collaborate seamlessly with IT leadership business stakeholders federal partners and vendor teams to ensure alignment with state and federal standards
  • Partner closely with the Office of the Chief Data Architect and the Office of Data Analytics & Performance to support Access & Eligibility Services reporting modernization
  • Maintain consistent transparent communication with leadership regarding project progress risks dependencies and issues

Governance Compliance & Documentation

  • Develop and publish all required project management deliverables in compliance with DIR Project Delivery Framework standards
  • Ensure all project activities adhere to applicable state federal and agency policies and regulations
  • Track full project budgets monitor expenditures and enter actual costs into designated project tracking tools

Procurement & Vendor Management

  • Support or lead procurement activities including development of RFPs that clearly define scope deliverables and vendor expectations
  • Coordinate vendor assessments and oversee outsourced project components when applicable
  • Manage vendor relationships and performance in alignment with project objectives

Risk Resource & Quality Management

  • Identify project risks early and coordinate mitigation strategies with leadership and stakeholders
  • Effectively manage resources in a mixed functional and matrixed environment
  • Ensure quality standards are met throughout the project lifecycle

Federal Funding & Strategic Planning

  • Support the development of federally approved IAPDs to obtain matching federal funds for project initiatives
  • Align project strategy with long-term data integration and analytics objectives under the Data Management Framework
  • Perform all other duties as assigned

Minimum Qualifications (Required)

Candidates must meet or exceed all required qualifications to be considered.

  • 8 yearsof IT project management experience
  • 8 yearsof experience in the IT industry including at least 5 years supporting one or more of the following:
    • Data management solutions such as data warehouses or data lakes
    • Data analytics and business intelligence platforms
    • Web-based application development (J2EE) or SOA-related environments
  • 8 yearsof experience producing clear concise project documentation
  • 8 yearsof experience managing teams through task assignment mentoring facilitation and training
  • 8 yearsof experience monitoring project progress using formal risk management practices
  • 8 yearsof experience providing executive-level updates on project status issues and risks
  • 8 yearsof demonstrated expert problem-solving and issue resolution skills
  • 8 yearsof end-to-end experience across PMLC and SDLC
  • 8 yearsof experience managing project budgets and financial tracking
  • 8 yearsof experience leading Agile project sprints and ceremonies
  • Active PMP certification(minimum 3 years)
  • Excellent verbal and written communication skills

Preferred Qualifications

  • Prior experience in the Healthcare industry particularly within public health environments
  • Experience managing multi-agency or multi-IT department initiatives
  • Experience working within a Health and Human Services agency
  • Demonstrated experience managing weekly activities of technical sprint teams within the State of Texas environment
  • Strong experience managing resources in matrixed project organizations
  • Proven ability to develop and execute project management plans work plans and quality plans
  • Experience supporting projects from analysis and planning through development and deployment
  • Proven success building motivating and leading high-performing IT project teams
  • Experience supporting Access & Eligibility programs
