Job Summary

Summary

You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMPTROLLER GROUP/BUDGET FORM JUSTIFICATION and EXECUTION DEPARTMENT of NAVAL AIR SYSTEMS COMMAND.


Duties

  • You will communicate the organizations strategic plan mission vision and values and incorporate these into the teams goals objectiveswork products and services
  • You will communicate assignments/projects milestones deadlines and timeframes for completion
  • You will perform or advise on work in any of the phases or systems of budget administration.
  • You will coach team in selection and application of appropriate problem solving methods and provides advice on work methods proceduresetc.
  • You will distribute and balance workload among employees considering skill level or specialization timeframes for completion and priorities

  • Generally current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
  • Within the Department of Defense (DoD) the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Certification in the Acquisition Functional Area and category assigned to the position is required within established category timeframes.
  • This is a Financial Management Level 3 certified position per the National Defense Authorization Act (NDAA) 2012 Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-03 pay band or (GS-12/13) grade level or in the Federal service or equivalent experience in the private or public sector. Examples of experience: 1) Master concepts principles practices laws and regulations of budgeting and/or financing and their relation to subordinate and senior levels; 2) Developing recommending and implementing budgetary/financial policies: 3) Interpreting assessing and projecting potential impact of new/revised Congressional legislation; 4) Analyzing reviewing and interpreting financial execution data and resolving variances; 5) Communicating clearly both orally and in writing for the purpose of providing information and guidance to management or customers at all levels.
