The primary purpose of this position is: To serve as the primary Active Duty and Air Guard Tactical Air Control Party deployment manager and alternate Active Duty and Air Guard Battlefield Weather deployment manager for the Air Force and the 93d Air Ground Operations Wing Deployment Officer ensuring personnel are qualified and ready to meet requirements.


Duties

  • As Functional Deployment Manager: Plans organizes and oversees Tactical Air Control Party (T ACP) and Battlefield Weather (BW) deployment activities for the United States Air Force.
  • As 93 AGOW Deployment Officer: Plans organizes and oversees all wing level deployment activities.
  • Performs analysis activities.
  • Provides technical guidance and recommendations to senior leadership regarding TACP BW and 93 AGOW deployment progrnms.

  • Depending on the type of position (competitive/excepted) you are selected for you will be required to serve a 1-year probationary period OR 2-year trial period.

  • The incumbent will be required to complete mandatory UDM training to include AEF Reporting Tool (ART) Joint Operation Planning and Execution System (JOPES) Deliberate and Crisis Action Planning and Execution Segments (DCAPES)
  • The incumbent will be required to complete mandatory UDM training to include Air Force JOPES Editing Tool (AF JET) and Reclama Processing Tool (RPT)
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft
  • This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release
  • Incumbent may be required to work other than normal duty hours to include evenings weekends and/or holidays
  • The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces.
  • Performs duty in a combat zone after the evacuation of nonessential personnel in connection with a war or a national emergency declared by Congress or the President;
  • and it is impracticable to convert the employees position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption.
  • Employee must sign DD Form 2365 as a condition of employment
  • Employees could be assigned to any location worldwide providing civilian support to combat operations and could deploy to non-combat locations in response to contingencies disaster relief or other emergency operations
  • This is a drug testing designated position. The incumbent is subject to random testing for drug use

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11 or equivalent in other pay systems. Examples of specialized experience includes working with a wide range of federal and agency deployment/mobilization concepts principles practices procedures regulations and laws applicable to the full range of deployment management responsibilities.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Knowledge of a comprehensive range of contingency planning and deployment sourcing functions policies procedures practices concepts and theories related to the mission management and operation of AF and Army Component organizations to provide high level staff guidance.

2. Knowledge of a wide range of federal and agency deployment/mobilization concepts principles practices procedures regulations and laws applicable to the full range of deployment management responsibilities.

3. Ability to gather assemble and analyze facts; draw conclusions; conduct analysis; devise recommended solutions; and package the entire process in briefings papers or reports suitable for top management use and decision-making.

4. Ability to identify analyze and translate complex information make appropriate judgments and evaluate options concerning TACP BW and Base Defense readiness.

5. Ability to communicate effectively both orally and in writing in order to justify defend advocate and negotiate complex issues and maintain good working relationships.

6. High level of knowledge and practical expertise in the use and maintenance of complex Joint and Ai Force deployment reporting tools to include Status of Resources and Training System (SORTS) Defense Readiness Reporting System (DRRS) AEF Repo1ting Tool (ART) Joint Operation Planning and Execution System (JOPES) Deliberate and Crisis Action Planning and Execution Segments (DCAPES) Air Force JOPES Editing Tool
(AFJET) Reclama Processing Tool (RPT) and Unit Type Code Availability (UTA) file).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
