Duties

The physical worksite for this position is located in Alexandria Virginia. Presence at the Alexandria VA campus is required for this role as it includes on site functions that must be performed in person.

This job is for you if:

You are committed to functioning as the senior Homeland Security Presidential Directive-12 (HSPD-12) official (PCI Manager) for the USPTO and is the agency senior authority on all matters pertaining to HSPD-12;

You are skilled in overseeing and managing the entire range of security programs: physical information personnel industrial documentary Operations Security (OPSEC) and intelligence for the USPTO; and

You possess the ability to direct the Physical Security Program Continuation of Operations Program (COOP)/Emergency Preparedness Program and the Personnel Security Program.

Qualifications

You must meet the United States Office of Personnel Managements (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Specialized Experienceis experience that has equipped applicants with the particular knowledge skills and abilities to successfully perform the duties of the position and that is typically in or related to the position to be filled. To be creditable specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position the next lower grade level is a GS-14.

Specialized experience for this position includes:

  1. Experience directing security personnel in planning developing and carrying out a series of personnel information and physical security operational security (OPSEC) and emergency management programs;
  2. Experience establishing policy procedures and controls to ensure the physical protection of facility resources against criminal terrorist or hostile intelligence activities;
  3. Experience delegating work and evaluating performance of security personnel; providing training on equipment and security systems; investigating criminal activities and ensuring the safety of staff and visitors while on facility property; and
  4. Experience communicating with all levels of individuals to provide consistent information and present explain and defend controversial security policies and regulations.
Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Education

Education may not be substituted for specialized experience at this grade level.

Additional information

Time-in-grade/band requirements must be met by the closing date of the announcement unless eligible for special hiring authority reinstatement eligible non-current Federal employee applying as a VEOA eligible which do not require time-in-grade/band.

This is a Public Trust position and has a risk level designation of high.

Except as prohibited by law all applicants tentatively selected for positions needing a Top-Secret Clearance will be required to submit to a urinalysis to screen for illegal drug use prior to appointment and if appointed the incumbent will be subjected to random drug testing procedures.

Background Investigation - If selected for this position you may be required to complete a Declaration for Federal Employment (OF-306) which includes a fingerprint and credit check to determine your suitability for Federal employment and to authorize a background investigation.

Supervisory Probationary Period-If selected you may be required to complete an initial one-year supervisory probationary period.

Relocation Expenses are not authorized and will not be paid.
