Job Summary

Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code Title 10 as well as Department of Defense Instruction 1400.25. This position is located at the Joint Interagency Task Force South C41 Systems Directorate.

Duties

  • Serve as an IT Specialist (SYSADMIN) in the Information Systems Division in the Office of the Director of Command Control Communications Computers Cyber and Intelligence (C5I) Systems.
  • Implement and maintain security policies procedures and controls to ensure the confidentiality integrity and availability of systems and applications.
  • Document and update all systems security operations and maintenance activities and assess the effectiveness of security controls.
  • Manage and maintain systems and servers resources and configurations.
  • Troubleshoot and perform repairs on faulty hardware and software.
  • Manage complex long term projects to include performing technical studies simulations and preparing technical specifications.

  • Appointment may be subject to a suitability or fitness determination as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • This position is designated Tier 5 Special Sensitive High Risk and the incumbent is required to obtain and maintain a Top Secret Security Clearance Level with Sensitive Compartmented Information (SCI) access as a condition of employment.
  • This is a drug testing designated position (TDP) under the Department of the Army Drug Free Federal Workplace Program in accordance with AR 600-85. (See Additional Information section below).
  • In accordance with Change 3 to AR 600-85 Alcohol and Drug Abuse Prevention and Control Program individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must obtain and maintain requirements for certain Cyber work roles. See Additional Information section for more.
  • Temporary Duty (TDY) travel expected for this position up to 20% or less of the time.

In order to qualify you must meet the experience requirements described below. Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience including volunteer experience. To qualify based on your experience your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as implementing or maintaining cyber security policies procedures and/or controls of C5I systems and applications; participating coordinating and/or leading a project team to implement software programs and procure information systems; managing or assisting with the management and maintenance of operating systems and servers; and conducting functional testing on systems or servers. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GG/GS-12).

The specialized experience must include or be supplemented by information technology related experience (paid or unpaid experience and/or completion of specific intensive training as appropriate) which demonstrates each of the four competencies as defined:

(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.

(2) Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces including the general public individuals who work in the agency other agencies or organizations outside the Government) to assess their needs provide information or assistance resolve their problems or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems questions or complaints; anticipating customer needs and modify the teams work activities processes and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.

(3) Oral Communication - Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas appropriately adapting to each audiences level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed fact-based arguments to persuade stakeholders/officials to take action on suggestions for improvement.

(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy guidelines and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

  • This is a drug testing designated position (TDP) under the Department of the Army Drug Free Federal Workplace Program in accordance with AR 600-85. Signing of a DA Form 5019 (Condition of Employment for Certain Civilian Positions Identified as Critical under the Department of the Army Drug-Free Federal Workplace Program) acknowledging periodic random drug testing requirements is mandatory prior to being placed into this position. Those individuals not currently occupying a TDP position must successfully complete a pre appointment drug test prior to being placed into this position and periodically thereafter.
