Duties

Duties include but are not limited to the following:

As the Deputy Assistant Inspector General for Audits & Evaluations you will provide day-to-day supervision for all areas of the agencys audit program; share fully with the Assistant Inspector General for Audits & Evaluations (AIGA) responsibility for the conduct and supervision of audits relating to the programs and operations of the U.S. Nuclear Regulatory Commission and the Defense Nuclear Facilities Safety Board (DNFSB); be responsible for planning a comprehensive audit program; administer the quality assurance program for all audit products; tracking audit resolution and ensuring management action on audit recommendations; and implementing AIGA policies strategiesprocedures and goals. You will work in close coordination with the audit teams other elements of OIG and OIG management senior officials of the agency and senior officials from other stakeholder organizations and the Congress.

This is a term appointment that may be extended or converted to a permanent appointment depending on the needs of the office. However if the need for the position ends prior to the expiration of the appointment the selectee may be separated.

You must meet the qualifications for this position by no later than 30 calendar days after the closing date of this announcement and before placement in the position.

Qualifications

In order to qualify for this position you must have at least one year of specialized experience at the GG-14 grade level in the Federal service or equivalent experience in the private or public sector that provided the knowledge skills and abilities to perform successfully the duties of the position described above.

Specialized experience includes experience that demonstrates a comprehensive knowledge of the concepts and principles underlying OIG audit and evaluation programs practices policies and procedures in order to assist in the formulation implementation and evaluation of audit resolution policies strategies procedures priorities goals and objectives; expert knowledge of the nuclear regulatory programs of the Nuclear Regulatory Commission; a working knowledge of the NRCorganizational structures and programs; familiarity with the Federal government policies and procedures; expertise in the management of a broad range of audit and evaluation programs; and demonstratedability to represent the organization while advocating interpreting and defending judgments and points of view in conferences and negotiations with high level government officials representatives from congressional committees and private sector representatives.

Education

Applicants that wish to apply for the Auditing occupationalseries 0511 must meet the following educational requirements to qualify:

  • Applicants must have a degree in accounting or a degree in a related field such as business administration finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.
  • A certificate as Certified Public Accountant or a Certified Internal Auditor obtained through written examination Certified Public Accountant certifications preferred but not required.
  • Five (5) or more years of work experience required.

Education requirements:

  • All education must be accredited by an institution recognized by the U.S. Department of Education.     A transferable security clearance from another agency or a background investigation leading to a clearance is required for all new hires. To begin work at the NRC without a security clearance you must be granted a temporary waiver of the required clearance referred to as a 145(b) waiver. To be eligible for a 145(b) waiver you will need a favorable education verification reference credit and criminal history checks. If a wavier is granted the successful completion of a background investigation and favorable adjudication is required for continued employment. If you have resided outside the U.S. for an extended period of time the agency may not be able to (1) grant the 145(b) waiver where the required investigation cannot be completed in a timely manner or (2) achieve timely completion of the background investigation required for a security clearance.

    The NRC is a zero tolerance agency with respect to illegal drug use. Individuals selected for this position will be subject to pre-appointment drug testing unless currently in an NRC position subject to random drug testing AND will be subject to random drug testing upon appointment to the NRC.
