Job Summary

Summary

Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities.


Duties

Charged with the responsibility of performing all aspects of procurement transactions up to and including awards for acquisitions at or under the BOP Level I Warrant authority.

Prepares and submits various procurement reports required by General Services Administration Department of Justice etc.

Develops new sources of supply by stimulating interest in the bidding.

Responsible for development implementation upkeep and overall operation of the SENTRY property management system within the institution.

Assists in the evaluation classification reporting and final disposition of personal property.

Along with all other correctional institution employees incumbent is charged with responsibility for maintaining security of the institution. The staff correctional responsibilities precede all others required by this position and are performed on a regular and recurring basis.

Qualifications

To be considered for the position you must meet the following qualification requirements:

Education:

GL-05: Four year course of study leading to a bachelors degree.

GL-07: One full year of graduate level education or superior academic achievement.

Education must demonstrate the knowledge skills and abilities necessary to do the work.

OR

Experience:

GL-05: General experience. You must have at least 3 years of progressively responsible experience 1 year of which was equivalent to at least the GL-04 grade level.

Some examples of this qualifying experience are:

  • Experience with the ability to identify deficiencies and formulate solutions; maintain accountability of equipment tools or other controlled items.
  • Experience gained while performing procurement and administrative support functions while working in an office or warehouse environment.
  • Experience with the skills to develop and create reports to validate accountability of inventory data. This experience may be gained in various professional administrative technical or investigative positions.
  • Experience gained in tracking incoming transactions (vouchers bill ladings contracts and invoices etc) to ensure that value procurement codes signatures prices services and receipts are complete and accurate.

GL-07: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled.

Some examples of this qualifying experience are:

GL-07:

  • Experience using and understanding procurement terminology and inventory account codes relating to an computerized automated system.
  • Experience includes knowledge of various procurement activities and various inventory methods to maintain accountability of assets.
  • Experience gathering information on requests for proposals and experience with identifying discrepancies between inventory and physical property.
  • Experience discussing procurement actions with vendors and preparing disposal schedules for excess property.

OR

Combination of Education and Experience:

GL-05 and GL-07: Have a combination of education and experience. This experience must have equipped you with the qualifications to successfully perform the duties of this position as described above.

If applicable credit will be given for paid and unpaid experience. To receive proper credit you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

In accordance with 5 U.S.C. 3307 a maximum entry age of 36 has been established for original appointment to a position in a Bureau of Prisons institution.

The representative rate for this position is $80041 per annum ($38.35 per hour).

Special Conditions of Employment Section:

Appointment is subject to satisfactory completion of a urinalysis physical and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

All applicants not currently working in an institution will be required to complete a qualification inquiry regarding convictions of misdemeanor crimes of domestic violence in order to be authorized to carry a firearm.

The Core Value Assessment (CVA) is an in-person assessment that must be facilitated at a Bureau of Prisons Human Resource Servicing office. On the day of the scheduled interview a CVA will be administered. The applicant assessment must be completed within a 70 minute time period and a passing score of 68 must be obtained. Further employment consideration will not be extended if the applicant fails to complete the examination or fails to achieve a passing score. Note: The Core Value Assessment will not be administered to current BOP employees.

Successful completion of the Introduction to Correctional Techniques three-week training course at Glynco Georgia is required.

THIS IS AN UPWARD MOBILITY POSITION. Permanent employees with one year of BOP service in a single increment series GS-01 through GS-08 position. Any Federal Wage System employee may also participate provided they have completed one year of BOP service.

Supervisory employees may not be included in formal upward mobility programs unless they are in a single increment series position below the GS-09 level. Pay retention is mandatory for any employee receiving pay higher than the maximum rate of the grade in which he or she is placed under a formal upward mobility program if the general requirements for program participation are met.

As a condition of employment for accepting this position you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public determining if your employment advances the public interest we may consider:

  • your performance and conduct;
