Job Summary

Summary

Corrections professionals who foster a humane and secure environment and ensure public safety by preparing individuals for successful reentry into our communities.


Duties

The incumbent serves as the Regional Education Administrator and has broad responsibility for the organization development maintenance and evaluation of all institution education programs within their region.

Coordinates and is accountable for programs involving GED literacy high school post-secondary adult continuing education English as a second language occupational education libraries leisure time activities inmate wellness special projects community liaison pre-release and related activities.

Provides guidance and recommendations to all relevant department heads in obtaining maximum results and in building model educational programs and facilities.

Qualifications

Basic Requirements: A. Bachelors Degree from an accredited institution or preaccredited institution that included or was supplemented by supervised student teaching and at least one course in each of the following areas: general psychology human development history and/or philosophy of education and teaching methods at the learning level of the position to be filled i.e. elementary or secondary learning level.

OR

B. Combination of education and experience - Applicants who have completed a full 4-year course of study in an accredited or preaccredited college or university leading to a bachelors degree but who do not meet the specific course requirements shown above meet minimum qualification requirements if they have completed at least 1 full academic year of professional teaching experience at the elementary or secondary school level as appropriate to the position to be filled. Applicants who qualify based on experience are strongly encouraged to provide proof the school or institution where they gained the experience is accredited or recognized. The Consolidated Staffing Unit must be able to verify accreditation.

Professional teaching experience is defined as full and primary responsibility for the instruction of assigned students under general supervision in a recognized or accredited school or institution. This includes responsibility for preparation and presentation of lessons and the evaluation of students progress throughout the learning period including a determination of the students success or failure according to established criteria.

C. Teacher certification or licensure in a State the District of Columbia the Commonwealth of Puerto Rico or a territory of the United States.

In addition to having the above Basic Requirements applicants must also meet the following:

Education There is no substitution of education for specialized experience for this position.

OR

Experience You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position and must typically be in or related to the position to be filled. Some examples of this qualifying experience could be:

  • Experience in administration leadership and supervision of education and recreation programs such as literacy programs postsecondary ESL occupational training advanced occupational education career counseling recreation and leisure activities inmate wellness pre-release library programs testing adult continuing education etc.
  • Experience in budget management personnel policies SENTRY correctional education curriculum development computer assisted instruction teaching techniques educational technology data analysis and Bureau of Prisons policy goals and objectives.
  • Experience in researching and evaluating new educational programs instructional methods curriculum materials and training courses.
  • Experience in speaking and providing technical assistance to a variety of professional educational organizations at local state and national levels.
  • Professional knowledge and mastery of theories philosophy principles and techniques of education and management concepts.

Credit will be given for paid and unpaid experience. To receive proper credit you must show the actual time (such as the number of hours worked per week) spent in activities.

Additional information

The representative rate for this position is $133964 per annum ($64.19 per hour).

Special Conditions of Employment Section:

The incumbent is subject to geographic relocation to meet the needs of the agency.

Appointment is subject to satisfactory completion of a urinalysis physical and background investigation. All applicants are subject to National Crime Information Center (NCIC) and credit checks.

Current Federal Law Enforcement Employees:

A prerequisite of the secondary law enforcement position is the completion of the mandatory courses in Introduction to Correctional Techniques Phase I and Phase II. If you have not completed the mandatory courses in Introduction to Correctional Techniques Phase I and Phase II you are ineligible for secondary law enforcement position(s) and coverage but may still be considered for a non-law enforcement position.

If you are not a current Bureau of Prisons employee you must submit training records demonstrating you have completed the mandatory courses in Introduction to Correctional Techniques Phase I and Phase II to your hiring Human Resource office prior to appointment.

Individuals selected who are under the Federal Employees Retirement System (FERS) or Civil Service Retirement System (CSRS) and who have not had three years primary law enforcement retirement coverage will not be covered by law enforcement retirement while in this position. To regain coverage individuals must return to a position with primary coverage.

As a condition of employment for accepting this position you will be required to serve a 1-year probationary period during which we will evaluate your fitness and whether your continued employment advances the public determining if your employment advances the public interest we may consider:

  • your performance and conduct;
  • the needs and interests of the agency;

  • whether your continued employment would advance the efficiency of the Federal service.
