Job Summary

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.

It is in the Professional Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA - HC/Product Management Office (HC22).


Duties

  • Performs information technology (IT) project management projects focusing and synchronizing DISA and customer efforts to achieve mission goals and increase operational effectiveness.
  • Works with the customer to identify customer requirements based on analysis of business needs and practices.
  • Analyzes functional requirements and utilizes extensive knowledge of operating systems applications software and IT policies/procedures to develop viable IT solutions and alternatives.
  • Reviews customer requirement documents and other requests for proposals to specify all technical requirements and concerns are made known to the directorates engineering staff as appropriate.
  • Acts as project team leader mentor and advisor to project team members and exercises direct responsibility for project oversight and coordination efforts with other information systems professionals and technical personnel.

  • In accordance with the DoD 8140 policy series the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • This position requires the incumbent to travel away from their normal duty station to other locationswithin the continental United States (CONUS) up to 15 percent of the time.

Qualifications

In order to qualify for this position you must meet the requirements described below.

Basic Requirements:

  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is any individuals who use or receive the services or products that your work unit produces including the general public individuals who work in the agency other agencies or organizations outside the Government) to assess their needs provide information or assistance resolve their problems or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example ideas or facts) to individuals or groups effectively taking into account the audience and nature of the information (for example technical sensitive controversial); makes clear and convincing oral presentations; listens to others attends to nonverbal cues and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives and to make recommendations.

Qualifying Experience:
To qualify at the GG-13 your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience including volunteer work and Military service that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position qualifying experience is defined as: Leading cross-functional IT initiatives from requirements discovery through delivery aligning customer needs with technical solutions or providing strategic direction and oversight to multidisciplinary teams to deliver operationally effective outcomes.

Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience including volunteer experience.

There is no substitution of education for the qualifying experienceat the GG-13 grade level.

Additional information

  • This is an Excepted Service position and does not confer eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system.
  • If you are a current Federal Career/Career-Conditional employee you will be placed on an Excepted appointment under 10 U.S.C. 1599f.
  • Telework availability will be based upon the mission requirements and supervisory determination.
  • Subject to pre-employment and random drug testing.
  • This position requires the incumbent to travel away from their normal duty station to other locations within the continental United States (CONUS) up to 15 percent of the time
  • In accordance with the DoD 8140 policy series the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • A three year trial period may be required if you have not previously completed a trial or probationary period in the excepted or competitive service.
  • Individuals tentatively selected for drug testing designated positions at the Defense Information Systems Agency will be required to submit to urinalysis for illegal drugs prior to appointment or placement.
