Job Summary

Duties

  • You will serve as a nationally recognized technical authority on National Environmental Policy Act (NEPA) and Executive Order 12114.
  • You will advise employees on environmental issues to promote compliance with environmental protection procedures.
  • You will interpret federal state and local laws and regulations (e.g. Clean Water Act Coastal Zone Management Act (CZMA) Endangered Species Act (ESA) Oil Pollution Act) to maintain compliance.
  • You will gather and analyze technical data and information in support of environmental programs (e.g. Project Design and Construction NEPA Water Quality CZMA ESA Pollution Prevention).
  • You will participate in meetings or public hearings regarding environmental protection matters.
  • You will interface with regulatory agencies commands and tenants and members of the private sector on the development of guidance and policies for environmental issues.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This position is considered Key/Non-Combat Essential. You will be required to provide immediate and continuing support of the expeditionary requirements in other than combat or combat support situations.
  • This is a Mission Essential position. You will be required to ensure organization or facility continuity of operations and/or completion of tasks that are considered essential to the mission designated by a local or command decision.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Using comprehensive knowledge to serve as a recognized technical authority in National Environmental Policy Act (NEPA) compliance; 2) Ensuring that any risks associated with a proposed action are communicated to the decision-maker prior to signature of a Finding of No Significant Impact (FONSI) or Record of Decision (ROD); 3) Communicating with other internal and external organizational components; and 4) Serving as an expert in reviewing and advising on a wide range of federal and state environmental statutes regulations and Executive Orders including the National Environmental Policy Act Coastal Zone Management Act California Coastal Act Clean Air Act Clean Water Act Endangered Species Act and Marine Mammal Protection Act.

This announcement uses the Defense Industrial Base Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.
