THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a AIRCRAFT MAINTENANCE SUPERVISOR Position Description Number PD D1444000 and is part of the HI 154 AMXS National Guard.
Location: 154th Maintenance Squadron Hawaii Air National Guard Joint Base Pearl Harbor Hickam Hawaii
SUMMARY OF DUTIES: The purpose of the position is to provide overall direction and coordination of subordinate work activities within one of three major work functions (Aircraft Generation Division and the Equipment Maintenance and the Component Repair Branches of the Aircraft Maintenance Division. All three work functions are organized with a number of subordinate supervisors due to the scope volume and complexity of operations. The work involves the total maintenance of complex high performance military aircraft ranging from multi-purpose heavy multi engine transports to the most modern sophisticated fighters and bombers.
- Plans the overall allocation of personnel funding and equipment resources to the organizational segments supervised to accomplish work operations which because of their scope volume complexity operational tempo and total force integration must be planned on an annual or longer basis.
- Analyzes work plans developed by subordinate supervisors for accomplishment of assigned directives. Determines status of work accomplished in relation to future demands including unanticipated or emergency requirements mandating reallocation of resources as required.
- Functions as an integral member of units planning process serving as the responsible technical resource for a maintenance division.
- Has national level impact attending future systems road map planning conferences such as Product Improvement Working Group (PIWG) System Supportability Review (SSR) and Systems Safety Group (SSG) meetings as an Air National Guard subject matter expert.
- Coordinates and directs the work of units supervised. Assigns and explains work requirements to subordinate supervisors and sets deadlines. Balances workload for subordinate work groups. Promotes economical and efficient work operations. Analyzes production cost and personnel utilization records and makes adjustment in operations to correct problems.
- Recommends promotion or reassignment of subordinate supervisors and reviews personnel actions prepared by them. Makes formal appraisal of supervisors work performance and reviews employee appraisals submitted by them. Determines long range and supervisory training needs for all levels of subordinates developing resource options justifications and methods to accomplish training.
- Prepares for and participates in various types of readiness evaluations inspections mobilization and command support exercises and Operations Other Than War (OOTW). May be required to perform such additional duties as structural fire fighting aircraft fire/crash/rescue duty security guard snow removal munitions loading and handling heavy equipment operation maintenance of facilities and equipment or to serve as a team member on boards to cope with natural disasters or civil emergencies.

Qualifications

SPECIALIZED EXPERIENCE: In addition to the journeyman level knowledge must have 36 months of experience demonstrating the ability to plan direct and organize work assignments of lower grade personnel. Experience which required the review of work requirements and establishing priorities to meet deadlines. Experience that provided knowledge of various lines of work performed by this function. Experience which demonstrates the ability to supervise or the potential to perform such duties as evidenced by the ability to communicate knowledge of general supervisory concepts and knowledge of shop processes. Experience in adapting existing equipment and techniques to new situations.
CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.
2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
3. Ability to establish effective professional working relationships with coworkers and customers contributing to a cooperative working environment and successful accomplishment of the mission.
4. May occasionally be required to work other than normal duty hours; overtime may be required.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted i.e. a military technician may not be militarily senior to his or her full-time supervisor.
b. Authorization for payment of PCS expenses may be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.
c. In addition to your application documents of last performance appraisal past civilian performance letter of recommendations and or military performance may be submitted.
d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into such as but not limited to military bearing leadership or ability to work with others (teamwork) in a military environment.

h. k. Current T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.
l. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.
