This position is located in the Facility Services Division Integrated Support Services Directorate Chief Operating Officer.

The salary range indicated reflects the locality pay adjustments for the Washington D.C. Metro area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory non-bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected under this vacancy announcement.


Duties

Directs and coordinates planning for the management of the Librarys building portfolio and project management design and construction programming. Oversees all architectural design and engineering work and related projects for the Librarys facilities including new construction equipment installation space allocation and building relocations. Oversees the execution of any and all related engineering mechanical electrical HVAC and/or environmental projects associated with the Librarys facilities.

Represents the agency regarding projects with numerous officials groups organizations within and outside of the agency other Federal agencies and the private sector. Negotiates with the Safety Office AOC GSA other government agencies and other specialists in planning and carrying out specialized needs relating to Library buildings maintenance construction and modification. Serves as primary contact and liaison with project team participants and customer agencies advising client agencies and contractors of agency policies and requirements applicable to construction and renovation projects. Negotiates and resolves problems raised by contractors or client agencies that affect ongoing projects.
Performs contract development and monitoring activities for the project management team. Serves as the COR for major contracts for the Library. Determines whether in-house personnel or contractors will accomplish projects. Responsible for developing statements of work and monitoring contract progress and reviews as well as approving deliverables. Provides contract administration.
Supervises employees performing work at the GS-14 level and below; GS-14 staff are considered technical experts with a high degree of independence and are subject only to administrative and policy direction concerning overall project priorities and objectives. Provides administrative and technical supervision necessary for accomplishing the work of the unit.
Develops and implements agency policy governing the activities of the organization specifically those policies and standards related to the delivery of facility projects new construction and equipment installation; such policy may be of a technical or administrative nature. Participates as a key advisor to the Division Chief in establishing and implementing policies governing use of Library buildings and support services by the staff.
Directs manages and coordinates a variety of analytical and evaluative studies and projects involving complex systems to ensure achievement of desired objectives related to the management and continuing improvement of the programs policies and procedures of the facility design and construction program.
Performs a variety of complex and diverse special projects related to the improvement of facility services and operations. Participates in interoffice task forces formed to study and resolve general and specific management and operational problems. Sets priorities based on extensive knowledge of agency programs policies and procedures and redirects projects to meet changing deadlines and goals.

    Qualifications

    Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge skills and abilities to perform the duties of the position without more than normal supervision.

    Ability to lead supervise plan and execute work through engineering and technical staff.**

    Knowledge of building planning infrastructure renewal and major construction work in historic and occupied facilities.**

    Ability to develop and maintain effective working relationships stakeholder engagement and resolve conflicts in the management of facility projects and or programs.

    Ability to perform facility planning and construction programs using technology and project management principles.

    Knowledge of the federal procurement policies financial transfers and reporting processes as related to facility planning management and construction.

    Ability to use innovative thinking and analytical methods to evaluate facility programs.

    Ability to communicate effectively other than in writing.

    Although it is the Librarys policy to afford the maximum pay benefit to employees when setting rates of pay a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
