Duties

  • Incumbent serves on the IT Audit Readiness and Process Management Team supporting the overall DLA mission and specifically the J6 Enterprise Business Cycle Owner who is the Director Information Operations Chief Information Officer.
  • Serves both as the conduit for audit readiness between the other DLA end-to-end business cycles in validating their automated information systems controls;
  • processes and documentation and as the proponent for J6 process management and organizational assessments.
  • Assists senior analysts in the execution of audit readiness process management and organizational assessments within the DLA Information Operations organization;
  • and supporting DLA audit readiness efforts that depend on information system controls processes and documentation.
  • The incumbent assists in and tracks the resolution of identified deficiencies to support the assertion of audit readiness of the DLA end-to-end business cycles and address dependencies between internal and external systems.
  • Coordinates the work plan with DLA system migration efforts and identifies any changes in the migration schedule that impacts audit readiness schedules and efforts.
  • Serves as an expert in applicable public laws regulations and policies that affect management of J6 policies and procedures of IT life-cycle management strategic planning IT investment management and performance management.
  • Supports the analysis and execution of the J6 policies and procedures as a means of process discovery and continuous process improvement to ensure auditability of processes.
  • Supports the analysis and execution of the J6 organizational Internal Controls assessment function as means of process discovery and continuous process improvement.
  • Analyzes individual project risks and benefits to develop and maintain sound IT support practices.
  • Responsible for planning and organizing the study estimating costs coordinating with staff and line management personnel and conducting all phases of the project.

Qualifications

To qualify for an IT BUSINESS CYCLE SPECIALIST your resume and supporting documentation must support:

A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-12 level applicants must possess one year of specialized experience equivalent to the GS-11 level or equivalent under other pay systems in the Federal service military or private sector. To qualify at the GS-13 level applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only) time-after-competitive appointment minimum qualifications and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • GS-12: A comprehensive knowledge of audit readiness process management and organizational assessments within the DLA Information Operations organization. Acquires the understanding of the Information Technology (IT) life cycle/business cycle specifically in relationship to the support provided for DLA owned financial and feeder systems as well as non-DLA-owned financial and feeder systems upon which the Business Cycle Teams (BCTs) depend upon.
  • GS-13: Understanding of all aspects of project and program management to include developing or ensuring the development of time-phased action plans project controls and project progression; Understanding of policy and process management in order to assist in writing and seeking approval for policies; Coordinates the work plan with system migration efforts and identifies any changes in the migration schedule that impacts audit readiness schedules and efforts.
B. Education: Applicants may not qualify for this position based on education in lieu of specialized experience.

Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional philanthropic religious spiritual community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.
