Job Summary

Summary

The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities including patient transport Special Mode Travel (SMT) mileage reimbursement claims transportation contracts 911 ambulance claims inter-facility transfers and common carrier transportation.


Duties

The Supervisory Mobility Transportation Specialist - Mobility Manager supervises/ensures the VTS and BT processes comply with regulatory guidance while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts including common carrier Special Mode ambulance and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.
Major duties include but are not limited to:

  • Manages the Veterans Transportation Program at the facility which provides safe and reliable transportation to Veterans who require assistance traveling to and from VA health care facilities and authorized non-VA health care appointments within the Medical Centers catchment area;
  • Orchestrates travel for eligible enrollees through mileage reimbursement and contracted travel modes;
  • Plans develops evaluates markets and directs key administrative activities in multiple programs related to transportation system for Veterans active duty service members Caregivers and others in metropolitan and rural/remote rural areas especially those which are disabled frail elderly or receiving life dependent treatments (dialysis chemo therapy radiation therapy etc.);
  • Conducts complex and special studies for efficiency and productivity and recommends changes or improvements in work methods and procedures;
  • Identifies resources (staffing funding equipment facilities) required to support varied level of program operations;
  • Manages transportation budget analyzes organizational budgets and provides advice and recommendations to Medical Center management as appropriate including critical budget areas and all Transportation program matters;
  • Serves as Contracting Officer Representative for all transportation contracts including common carrier special mode ambulance and air ambulance;
  • Provides consistent and effective outreach to community transit authorities;
  • Coordinates the preparation and submission of recurring monthly quarterly and annual performance improvement reports management briefings summaries and a wide variety of nonrecurring reports;
  • Assures performance measures and standards issued by various accrediting regulatory and higher agency authorities;
  • Performs the full range of supervisory responsibilities to include but not limited to establishes guidelines and performance expectations for staff; observes and evaluates employees performance; provides advice counsel and instruction to employees on both work and administrative matters; hears and resolves minor complaints and grievances; reviews approves or disapproves leave requests; adjusts work procedures among staff according to workload etc.;
  • Assures that all transportation staff obtains and maintains appropriate licenses certifications and training appropriate for each position; and
  • Performs other related duties as assigned.

Work Schedule: Monday - Friday 08:00 am - 4:30 pm OR 7:30 am -4:00 pm (subject to change based on the needs of the agency)

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/03/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


    You may qualify based on your experience and/or education as described below:

    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership/supervision instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title duties month and year start/end dates AND hours worked per week. . OR
    • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. if related with a major study in accounting business administration business or commercial law commerce economics engineering finance industrial management statistics traffic management transportation motor mechanics or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge skills and abilities necessary to do the work of the position. NOTE: Transcripts must be submitted with your application materials.     • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education (beyond the second year) and specialized experience as described above may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge skills and abilities necessary to do to the work of the position such as accounting business administration business or commercial law commerce economics engineering finance industrial management statistics traffic management transportation motor mechanics or other fields related to the Supervisory Mobility Transportation Specialist -Mobility Manager position. Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements and Work Environment: The work is primarily sedentary although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
