Air Reserve Technicians are full-time civilian employees who are also members of the Air Force Reserve unit in which they are addition to their civilian assignments they are assigned to equivalent positions in the Reserve organization with a Reserve military rank or grade. Appointees civilian assignments will consist of the following duties.


Duties

The primary purpose of this position is: As an Air Reserve Technician (ART) Officer provides overall management for program integration/execution requirements for an operational flying aeromedical evacuation squadron (AES).DUTIES:

  • Provides administrative oversight of operational unit activities. Provides squadron deployment/contingency execution oversight for mission accomplishment including AEF tasking requirements and contingency capability sourcing in support of defense support to civil authorities (DSCA).
  • Establishes and executes mission organizational budget/fiscal staffing and flying requirements to meet prescribed mission capability.
  • Provides oversight for assigned and issued organization equipment. (Applies to positions that perform these responsibilities for less than 25% of time. Positions that are responsible for the supervisory work should not be restructured without prior approval from AFRC/A1CC).
  • Oversees unit aeromedical training programs to ensure assigned personnel are adequately trained to perform operational AE mission.
  • Represents the aeromedical evacuation operations function to external agencies to include wing NAF and HQ functional representatives and establishes develops and maintains effective working relationships to further organizational goals.

Qualifications

THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION.
This is an Air Reserve Technician (ART) Officer position located at 932 AEROMED EVAC SQ with the military rank of LTC/0-5 AFSC: 041A3. For questions concerning military eligibility please contact the Air Force Reserve Qualification Center at 1-.

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Administrative and Management Positions.

SPECIALIZED EXPERIENCE: One year of specialized experience which includes Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of AE program operations carried out by assigned administrative/professional personnel or substantive administrative support functions. Knowledge of pertinent laws regulations policies and precedents which govern the AE program and the use of AE and related support resources. Knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of AE unit effectiveness. Skill in conducting detailed analyses of AE functions and work processes; and interpersonal skills in presenting recommendations and negotiating solutions to disputed issues. Thorough knowledge of the aeromedical evacuation mission and associated programs operations objectives and policies along with a comprehensive knowledge of management and organizational techniques airlift and AE operations info management systems and USAF/AFRC procedures. This definition of specialized experience is typical of work performed at the GS-11 or above grade/level or equivalent position in the federal service.

FEDERALTIME-IN-GRADE (TIG)REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:
1. Knowledge of AE mission command relationships operational concepts contingency mobility and plans requirements. Knowledge of relationships between various USAF entities MAJCOMs and DoD in overall planning and execution of military operations.
2. Knowledge of command control and communication (C3) for worldwide AE. Ability to communicate effectively both orally and in writing; computer skills to generate data in spreadsheets and reports. Knowledge of safety security and EEO regulations practices and procedures.
3. Ability to analyze current or projected AE operations programs and AE program management functions principles and techniques. Business acumen to ensure organizational mission accomplishment; must demonstrate fiscal responsibility and accountability for allocated squadron resources.
4. Ability to resolve complex issues maintain good working relations. Ability to manage/coordinate health services programs to include: logistics facilities finance operations/support human resources patient administration AE communications/information systems and operational reporting systems.
5. Comprehensive knowledge of Air Force DoD and civilian sector operational health care systems to include ancillary/support services managed and contract care medical operations and in-route medical support and adjunct health care systems. Ability to plan organize and direct an AE system infrastructure and medical/aeromedical operations.
6. Knowledge of medical readiness planning and training requirements and administrative staff functions. Ability to plan organize and assign work to subordinate employees.

OTHER SIGNIFICANT FACTS:
1. This is an Air Reserve Technician (ART) Officer position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow the incumbent to fully participate in unit training assemblies. The incumbents regular assignments are primarily ART duties; however the incumbent may also be assigned non-ART duties generally not to exceed 30 percent of total responsibilities.
2. This is an AFRC key management position in which the incumbent is required to formulate determine and/or influence policies. Must be highly knowledgeable of the AFRC mission and responsibilities. As a designated key position the term key as it is used here relates to the ART program that defines the position as critical to mobilization capability (i.e. formulates determines or influences policies of the unit to which assigned) and has no relationship to the term key as defined in AFI 36-507.
3. This position is designated as a mobility position. Incumbent must be willing to move/transfer to another unit/location on a lateral or promotion basis as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement.
4. The incumbent must possess demonstrated leadership and managerial abilities essential to successful accomplishment of responsibilities inherent in this position.
5. The incumbent may be required to fly in military and/or commercial aircraft to perform temporary duty assignments (TDY) away from the normal duty station
6.. The incumbent may be required to work uncommon tours of duty with limited/no notice.
7. The incumbent may be required to work overtime to meet workload demands.
8. Performs other duties as assigned.
