Job Summary

Summary

In this position you will serve as the financial expert for the Eastern Kansas Healthcare System which is a highly complex affiliated dual campus healthcare system that serves a broad regional clientele. Eastern Kansas is a multidisciplinary health care system with a large Mental Health program and growing research program. Eastern Kansas has a 210 bed residential Domiciliary; four inpatient Mental Health wards; a Geriatric Psychiatry Unit; two Community Living Centers.


Duties

PRINCIPAL DUTIES AND RESPONSIBILITIES:
Financial Managers Range of Impact:

  • Financial Management provides financial services to a complex dual campus health care system which supports two Community Living Center Units; a residential domiciliary; a large Mental Health program and ten Community Based Outpatient Clinics (CBOCs).
  • Effective financial management is necessary to support the fundamental mission of the health care system which is to provide acute psychiatric care outpatient care and long-term care for veterans through general health/medical programs various medical specialty services and allied health services.
  • The financial staff services include the management advisory function budgeting and collections. accounting workload and cost analysis managerial cost analysis business development revenue generation non-VA medical care program and reporting.
Staff Management Responsibilities: (25%)
  • Plan and direct the work to be accomplished by subordinates assigns the work evaluates the performance gives advice counsel instruction and career planning to subordinates including the Health Care Systems Budget Analyst Chief Accountant Managerial Cost Accounting System Analyst Program Specialist Non-VA Care Supervisor and Business Development and Revenue Generation staff.
  • Interview candidates and make selections for positions in the Financial Management Service; hear and attempt to resolve minor complaints and grievances; effect minor discipline measures and recommend actions in more serious cases; identify and provide needed training for all employees assigned to the Financial Management service.
  • Set parameters and maintain requirements for subordinates performance appraisals as required by Office of Personnel Management regulations.
Financial Management Functions (25%)
  • Operation of the Managerial Cost Accounting system which collects and distributes cost information for all services and processes the information to ultimately formulate Managerial Cost Accounting reports and related reports. The costaccounting system requires extensive financial analysis of workload versus cost for all direct and indirect cost centers.
  • The accounting and reporting aspects of the MCCF program financial computer systems operations and data validation.
  • A complete accounting program which includes those activities normally identifiable with the professional accounting function i.e. planning adapting or revising accounting systems; analyzing and evaluation current and past performance; interpreting effects of financial transactions; and applying Generally Accepted Accounting Principles (GAAP) to meet the needs of management.
  • Establishing and maintaining a commercial-type double-entry accounting system and a fund control system to ensure efficiency and prevent the violation of rules regulations or appropriation laws.
  • Ensuring financial transactions are compatible with requirements of 0MB the Government Accounting Office and the Treasury Department.
Advisory Responsibilities: (50%)
  • The most important aspect of the Financial Managers relationship to management is that of providing timely financial information and advice required to make effective decisions for proper program planning.
  • You will be a critical member of the Healthcare Systems Directors top advisory boards which includes the Joint Leadership Council Business Operations Executive Board Resource Management Committee Strategic Planning Committee and Integrated Ethics.

Work Schedule: Monday-Friday 7:30am - 4:00pm

    Qualifications

    To qualify for this position applicants must meet all requirements by the closing date of this announcement 02/03/2026.

    Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year it may not clearly demonstrate you possess one-year time-in-grade as required by the this instance you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

    Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

    Basic Requirements for Positions with Accounting Responsibilities:

    A. Degree: Bachelors degree (or higher degree) in accounting; or a degree in a related field such as business administration finance or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (TRANSCRIPT REQUIRED)

    OR

    B. Combination of Education and Experience: At least 4 years of experience in accounting or an equivalent combination of accounting experience college-level education and training that provided professional accounting knowledge. Background must include one of the following:

      1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; (TRANSCRIPT REQUIRED) or
      2. A certificate as Certified Public Accountant or a Certified Internal Auditor obtained through written examination; (COPY OF CERTIFICATE REQUIRED) or
      3. Completion of the requirements for a degree that included substantial course work in accounting or auditing e.g. 15 semester hours but that does not fully satisfy the 24-semester-hour requirement of paragraph A provided that (a) the applicant has successfully worked at the full-performance level in accounting auditing or a related field e.g. valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth depth currency and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting the applicants education training and experience fully meet the specified requirements. (TRANSCRIPT REQUIRED)
    In addition to meeting the Basic Requirement above you must also meet the following specialized experience to qualify at the GS-14 grade level:
    • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-13) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include: Developing coordinating and maintaining an integrated system of financial staff services including accounting budgeting financial reporting auditing management analysis payroll operations employee travel services and agent cashier operations; exercising effective control over the financial resources of an organization; advising on developing coordinating and carrying out financial policies procedures and plans; reviewing analyzing evaluating and reporting upon program accomplishments in financial terms; supplying organizational officials the financial management advice required to make informed management decisions and aid in the establishment of organizational goals and objectives and performing various supervisory duties such as initiating personnel actions performance evaluations and resolving differences between program officials.

    Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

    Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

    Physical Requirements: The work is principally sedentary. Work may require walking and standing in conjunction with travel to and attendance at meetings and conferences away from the work site.
