Production Controller (Aircraft)

The primary purpose of this position is: to serve as an Air Reserve Technician (ART) position in conjunction with the Production Superintendent (Pro Super) to assign priorities to aircraft production efforts to direct action to resolve resource shortages to maintain liaison among aircraft maintenance management and to provide training to reservists in the accomplishment of tasks set forth herein.

DUTIES:
Duty 1: Provides both present and projected status information to prescribed managerial personnel.
Duty 2: Notes projected completion date studies actual aircraft status and informs higher levels within chain of command when aircraft is to be mission ready.
Duty 3: Through use of radio telephone intercom e-mail personal contact with production supervisors technicians review of work documents and statistical listings determines status of aircraft.
Duty 4: As daily events occur maintains MIS data integrity regarding maintenance flying schedule requirements.
Duty 5: Accomplishes aircraft debriefing to ensure malfunctions identified by aircrews are properly reported and documented.

Qualifications

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Clerical and Administrative Support Positions for series 1152.

SPECIALIZED EXPERIENCE: Applicants must have at least 52 weeks of specialized experience at the lower grade GS-07 or equivalent. Specialized experience includes: experience with recurring manufacture overhaul or repair of products or projects using multiple-process production methods and procedures to develop plans and information necessary for the control of complex products such as airframes of fixed and rotary wing aircraft or a variety of complex and long-term facility repair and construction projects; experience and knowledge of the industrial activity its staff and support operations the purpose and capacities of the machines and equipment the type and kind of labor required a variety of material resources and their cost to plan for an control the production cycle

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and/or competencies in the following areas:

1. Ability to plan schedule and take corrective action to meet emergency and regular work load requirements. Ability to correlate and analyze a variety of routine production data technical manuals and directives to determine applicability.
2. Knowledge of assigned equipment. Knowledge of maintenance organizational structures and skill in the distribution of personnel to obtain a balance in workload. Knowledge and skill of appropriate production/technical processes and material posture of maintenance work centers to assure continuing availability of material requirement.
3. Knowledge of and ability to interpret military aircraft and manufacturing terminology technical orders data standards and instructions and to relate them properly to the particular control projects assigned in preparing production plans and schedules and in maintaining effective follow-up.
4. Knowledge of aerospace systems subsystems components and associated inspection repair modification and supply processes. Knowledge of total quality management methodology tools and techniques.
5. Skill in effective written and oral communication
6. Knowledge of and skill in the use of automated maintenance information systems and aircraft maintenance documentation processes to collect compile and correlate production data from a variety of sources and use that data to determine compliance status of scheduled maintenance inspection and modification actions.

• This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbent s regular assignments are ART duties; however the incumbent may be assigned some non-ART duties generally not to exceed 30 percent of total responsibilities.
