Job Summary
Summary
Assists in administering the parks real property management program and scenic easement program and serves as an advisor with external stakeholders in regard to the scenic casement program and other National Park Service (NPS) staff on all issues involving land management.
Some of the duties you will perform include:
- Assist in implementing the long-term land protection program including monitoring and evaluating scenic easement properties.
- Serve as a primary point of contact for landowners with National Park Service (NPS) scenic easement interests answering questions explaining regulations and providing guidance.
- Coordinate and lead field operations for scenic easement and right-of-way monitoring including scheduling preparing field folders and training volunteers on monitoring protocols.
- Serve as the primary Geographic Information Systems (GIS) contact for lands-related projects; collect and manage geospatial data using technologies such as Light Detection and Ranging (LiDAR) Trimble and Global Navigation Satellite System (GNSS) and prepare maps and shapefiles according to National Park Service (NPS) standards.
- Maintain and update the current scenic easement database; develop a new tracking system to manage information for over 800 scenic easements.
- Work with private landowners and federal state and local agencies to review and process requests related to scenic easement properties ensuring compliance with National Park Service (NPS) policies and regulations.
- Prepare correspondence reports and land protection plans using standard National Park Service (NPS) formats and policies; provide technical advice and information to management and stakeholders.
Saint Croix National Scenic Riverway encompasses 92000 acres and 250 miles of mostly free flowing river. It includes 150 miles of the St. Croix River much of which forms the border between Minnesota and Wisconsin and all 99.5 miles of its largest tributary the Namekagon River in northwest Wisconsin. The park has diverse flora and fauna derived from a mixing of three major plant communities: prairie northern hardwoods and boreal forest primarily in a riverine setting. Summer daytime temperatures are mild averaging 75-85 degrees Fahrenheit and nighttime temperatures averaging 60-70 degrees. Winter daytime temperatures are cold averaging 0-15 degrees Fahrenheit and nighttime temperatures averaging -15 - 0 degrees. Duty station for this position is located in St. Croix Falls Wisconsin. St. Croix Falls has a population of around 2100 and is located approximately one hour northeast of Minneapolis and St. Paul Minnesota. Housing: May be available.

- Drivers License: You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid drivers license is required. You will be required to submit a Motor Vehicle Operators License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities) and at your own expense all certified driving records from all States that disclose all valid drivers licenses whether current or past possessed by you.
- Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
- Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.
Qualifications
All qualifications must be met by the closing date of this announcement-02/03/2026-unless otherwise stated in this vacancy announcement.
Credit will be given for all appropriate qualifying experience. To receive credit for experience your resume MUST clearly indicate the nature of the duties and responsibilities for each position starting and ending dates of employment (month/year) and the resume must reflect full and/or part-time or total number of hours worked (i.e. work 40 hours a week rather than indicating full-time). If part-time the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-07 grade level you must possess one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as assisting in the organization and maintenance of land management tract files and automated lands management data systems to track land ownership and use easement status tract history and easement violations; performing oversight of scenic easement interest and monitoring land ownership changes working with municipalities and county governments to assure current information and ownership data; Working with landowners on issues such as land transfers building permits zoning issues related to easement terms and conditions; Assisting with real property records for accuracy and currency; Coordinate Geographic Information Systems (GIS) projects related to easements agricultural use and right of way programs. You must include hours per week worked.

EDUCATION: Successful completion of at least 1 year of graduate education that is directly related to the work of the position. Directly related fields include but not limited to Natural Resource Management Geospatial Science Land Use Planning Real Estate or Real Property Management Environmental Law or Natural Resources Law or other closely related subjects. Course work in fields other than those specified may be accepted if it directly related. You must include transcripts.

Successful completion of a COMBINATION of graduate education and experience as described above which total 100 percent. For example 6 months of specialized experience (50% of the experience) and 9 semester hours directly related to the position (50% of the education) is qualifying. You must include hours per week worked and include transcripts.
Volunteer Experience: Experience refers to paid and unpaid experience including volunteer work done through National Service programs (e.g. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community student social). Volunteer work helps build critical competencies knowledge and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.
Education
To qualify based on education you must submit a legible copy of transcripts from an accredited institution with your name school name credit hours course level major(s) and grade-point average or class ranking. Transcripts do not need to be official but if you are selected for this position and you used your education to qualify you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Accordingly non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402b7) based on series and grade anywhere in the major subdivision (NPS).
If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period you are still welcome to apply. However please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.
The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours unless granted an exception by OPM.
Employment may be terminated at any time due to fluctuations in funding levels project needs employee performance or other considerations.
Physical Demands: Work is mostly sedentary but does require some physical activity including periods of standing walking stooping reaching and moderate lifting and carrying of boxes GPS units and other items. You are often required to drive long distances to complete on-site property inspections and to meet with private and/or other government officials.Working Conditions: Work is generally performed in an office setting but periodic trips to the field are required to make on-site property inspections. When working outdoors you will be exposed to weather conditions ranging from hot summers to bitter cold snowy winters. Field inspections
are sometimes performed over water in a variety of motorized and non-motorized watercraft. You will be required to operate a non-commercial government vehicle (less than 10000 GVW) to transport people equipment and/or materials as a part of assigned duties.
